Background Information: Arlington County Department of Parks and Recreation (DPR) supports a variety of athletic play on courts located on park property. The County seeks to establish a contract with a qualified contractor to provide soundproof acoustic fencing barriers. 1. Specifications The soundproof acoustic fencing barrier product should be the Acoustifence Noise Reducing Fence product available by Acoustiblok, or acceptable brand alternative. Product specifications include: o Ability to be installed on fence via grommets and stainless-steel wire ties o Have reinforcement bands along all four edges to support weight and withstand light wind gusts o Constructed of a flexible, durable vinyl or rubber barrier mineral filled viscoelastic polymer sound deadening material o Barium free o Ability to withstand typical weather elements, specifically: o High UV resistance o Be hydrophobic (impervious to water) o Have a high heat tolerance of 200 degrees Fahrenheit for 7 days, with less than 1% shrinkage and no deformation o Withstand freezing up to negative 40 degrees Fahrenheit o Not be impacted by freeze and thaw cycles o Rated 10 of 10 for no mold, fungal or algal growth per ASTM D3273 and ASTM D3274 o Have a tensile strength minimum of 365 PSI o Provide less than 1% shrink with no deformation or visible disfigurement o Resistant to vermin o Washable o Provide minimum sound attenuation of 24 dBA @ 100Hz and 16 dBA @ 40Hz o Independently lab tested and performance certified, including Sound Transmission Class (STC) 28 per ASTM E90-02 and ASTM E413-87 o Available in panels of the following sizes: o 6 feet wide by 8 feet tall o 6 feet wide by 10 feet tall o 6 feet wide by 12 feet tall o Available in black and green colors o Include full installation instructions Bidders submitting products for consideration as an approved alternate product that meets or exceeds the specification noted above must provide the full specifications of those products for review by the County no less than six (6) days prior to bid due date. In addition to specifications for any proposed alternate product, a minimum of three (3) references may be requested by the County in order to verify the effectiveness and comparability of such product in actual field applications. A list of all approval alternate products, if any, shall be provided as an amendment to this solicitation. 2. Dates Needed: o The initial estimated order is needed in fall 2022 o Future orders to be determined 3. Deliveries of product should be made to: 2700 S. Taylor Street Arlington, VA 22206 4. Minimum Qualification Requirements: o SCC Registration Requirement: Offeror must be registered with the SCC to do business in the Commonwealth of Virginia. (https://www.scc.virginia.gov) o Insurance Requirements: Before beginning work under the Contract or any extension, the Contractor must provide to the County Purchasing Agent a Certificate of Insurance indicating that the Contractor has in force at a minimum the coverage below. The Contractor must maintain this coverage until the completion of the Contract or as otherwise stated in the Contract Documents. All required insurance coverage must be acquired from insurers that are authorized to do business in the Commonwealth of Virginia, with a rating of "A-" or better and a financial size of "Class VII" or better in the latest edition of the A.M. Best Co. Guides. o Workers Compensation - Virginia statutory workers compensation (W/C) coverage, including Virginia benefits and employer's liability with limits of $500,000/500,000/500,000. The County will not accept W/C coverage issued by the Injured Worker's Insurance Fund, Towson, MD. o Commercial General Liability - $1,000,000 per occurrence, with $1,000,000 annual aggregate covering all premises and operations and including personal injury, completed operations, contractual liability, independent contractors, and products liability. The general aggregate limit must apply to this Contract. Evidence of contractual liability coverage must be typed on the certificate. o Business Automobile Liability - $1,000,000 combined single-limit (owned, non-owned and hired). o Additional Insured - The County and its officers, elected and appointed officials, employees and agents must be named as additional insureds on all policies except workers compensation and automotive and professional liability; and the additional insured endorsement must be typed on the certificate. 5. Bid Submission Requirements: The following documents must accompany your bid submission: o Completed Sections of Pages 2 through 4 for this solicitation document o Copy of a current Certificate of Insurance (COI) meeting the requirements stated in this solicitation or statement that all levels will be provided upon award of work 6. Method of Award The County will review qualifications of the Bidders to ensure that they meet the minimum qualifications listed in Sections 1 and 2. The Quick Quote will be awarded to the qualified Bidder with the lowest total price, per the pricing table above. Submissions must be made through eVA. Email/fax submissions will not be accepted. It is the responsibility of each Bidder to ensure that all required documentation is uploaded to eVA prior to the established closing date/time of this solicitation. 7. Award Term Upon award, unit prices shall remain firm for the initial twelve (12) month period. Price changes for any one or more subsequent twelve (12) month periods, if the County elects to extend the award term, shall be negotiated by the County and the Contractor, and shall become effective on the start date of the next Subsequent Contract Term. To request a price adjustment for a subsequent contract term, the Contractor must submit a written request not less than ninety (90) days before the end date of the current contract term. Requests for price changes shall be limited to CPI-U for July each year. Any change in unit price(s) that result from this provision, and are approved by the County, will become effective the first day of the subsequent contract terms date for the next twelve (12) month period The County will not accept proposals submitted in person (hardcopy), by fax or email.
