Demolition, site work and renovation of a civil project in Mount Vernon, Texas. Completed plans call for the demolition of a water / sewer project; for the renovation of a water / sewer project; and for site work for a water / sewer project.
As of November 4, 2022, the project has been awarded, however, information regarding the general contractor has not been confirmed at this time. Wastewater treatment plant improvements inlude demolition of existing Pump Stations No. 2-1 and 2-2 piping and equipment, rehabilitation of Pump Stations No. 2-1 and 2-2 including installation of new submersible pumps, piping, and appurtenances. Additive Alternate Bid: Demolish existing Pump Stations No. 1-1 and 1-2 piping and equipment, rehabilitation of Pump Stations No. 1-1 and 1-2 including installation of new submersible pumps, piping, and appurtenances. Estimate: $450,000 - $500,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Calendar Days: 240 Liquidated Damages: $500.00 A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid (for those contracts that exceed $100,000). A certified check or bank draft payable to the City of Mount Vernon or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate as associated with the ARPA-CLFRF and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. All vendors, contractors, and/or subcontractors who are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. The City of Mount Vernon reserves the right to reject any or all bids or to waive any informalities in the bidding. The City Council may award the bid that presents the best value for the City pursuant to Gov't Code Section 2269.055 using the criteria set forth herein. In determining best value for the City, the City Council shall consider: (1) the price; (2) the reputation and experience of the Contractor; (3) the quality of the Contractor's services; (4) the impact on the ability of the City to comply with rules relating to historically underutilized businesses; (5) the Contractor's safety record; (6) the Contractor's proposed personnel; (7) whether the Contractor's financial capability is appropriate to the size and scope of the project; and (8) the Contractor's past relationship with the City. Bids may be held by the City of Mount Vernon for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award.
