Site work and paving for a mixed-use development in Independence, Missouri. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The project provides for, but is not limited to, the necessary grading, concrete curb and gutter, driveways, concrete sidewalks, ADA complaint sidewalk ramps, retaining walls, stormwater improvements, sodding, traffic control, and all appurtenant work for the complete of the project. Each bid shall include a bid bond, certified check, or cashier's check in the amount of not less than 5 percent of the total amount of the bid. No bid may be altered, withdrawn, or resubmitted within one hundred twenty (120) days from and after the date set for opening of bids. Each bidder shall take into consideration the number of days for completion of the project as specified in the Proposal. Payment for all work performed and materials furnished for construction by the Contractor shall be made in cash or check upon completion of the contract and acceptance of work by the City. This project is funded in part by CDBG funds. The project will be subject to all applicable federal contract requirements including but not limited to, Davis Bacon Prevailing Wage Rates, Equal Opportunity and Affirmative Action Program and Labor Standards Requirements including Equal Employment and any and all applicable HUD regulations. The Sub-recipient further agrees to comply with these "Section 3" requirements and, if applicable, to include the following language in all subcontracts executed under this Agreement: The work to be performed under this contract is a project assisted under a program providing direct Federal financial assistance from HUD and is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701. Section 3 requires that to the greatest extent feasible opportunities for training and employment be given to lower income residents of the project area and contracts for work in connection with the project be awarded to business concerns which are located in, or owned in substantial part by persons residing in, the area of the project. The Sub-recipient certifies and agrees that no contractual or other disability exists which would prevent compliance with these requirements. b. Notifications - The Sub-recipient agrees to send to each labor organization or representative of workers with which it has a collective bargaining agreement or other contract or understanding, if any, a notice advising said labor organization or worker's representative of its commitments under this Section 3 clause and shall post copies of the notice in conspicuous places available to employees and applicants for employment or training. c. Subcontracts - The Sub-recipient will include this Section 3 clause in every subcontract and will take appropriate action pursuant to the subcontract upon a finding that the sub-Sub-recipient is in violation of regulations issued by the Grantor Agency. The Sub-recipient will not subcontract with any sub-Sub-recipient where it has notice or knowledge that the latter has been found in violation of regulations under 24 CFR 135 and will not let any subcontract unless the sub-Sub-recipient has first provided it with a preliminary statement of ability to comply with the requirements of these regulations. Note: The right is reserved to reject any or all bids. Deadline for questions is 5:00 p.m. local time on October 3, 2022 The project provides for, but is not limited to, the necessary grading, concrete curb and gutter, driveways, concrete sidewalks, ADA complaint sidewalk ramps, sodding, traffic control, storm water improvements, and all appurtenant work for the complete of the project. The contract provides for, but is not limited to, all appurtenant work for the completion of the project as shown on the drawings and outlined in the specifications including all necessary equipment, labor, materials and supplies required.
