Sealed Bids will be received for furnishing all materials, labour, tools, equipment, and incidentals necessary for the installation of Widening, Levelling and Resurfacing Improvements to J Frank Culpepper Road for the Echols County, Georgia 2023 Local Maintenance and Improvement Grant (LMIG) Proposals received after the designated time will not be considered. Echols County may select a successful low bidder after evaluation of all bids. The Scope of Work Includes: Widening, Leveling and Resurfacing Improvements to J Frank Culpepper Road. All proposals shall be accompanied by a Bid Bond in favour of Echols County in the amount of at least five percent (5%) of the lump sum bid for the complete work: such Bid Bond representing that the Bidder, if awarded a Contract, will promptly enter into a Contract and furnish Performance Bond and Payment Bonds as provided by the law and approved by the Attorney for Echols County. Performance Bond shall be equal to 100 Percent (100%) of the contract amount and Payment Bond shall be equal to 100 percent (100%) of the Contract amount. All work on the project must be completed within 120 consecutive calendar days of the Notice to Proceed. Specifications are also on file (for view only) at the Echols County Board of Commissioners Office. All Bidders must receive bid package from Engineer in order to be considered certified. Bids from non-certified Bidders will not be considered. The Contractor shall be a current "Prequalified Contractor" with the Georgia Department of Transportation, Office of Contract Administration or shall be approved in writing by the Lanier County Board of Commissioners prior to bids being opened. A copy of the Contractor's "Notice of Contractor Qualification" as issued by the Georgia Department of Transportation or a copy of an approval letter from the Lanier County Board of Commissioners must be submitted with the bid. The Georgia Department of Transportation Standard Specifications, 2021 Edition, any applicable Supplemental Specifications, Special Provisions or other provision contained within this contract will be applicable to this project. All materials, workmanship, testing, etc. shall meet the Georgia Department of Transportation Specifications. The Owner reserves the right to reject all bids and to waive informalities, and to accept any Bid which in its opinion may be in the best interest of the Owner. The Owner has the right to add or to delete from the Contract once it has been awarded. No bids shall be withdrawn for a period of 60 days after the opening of the bids.
