Remodeling and renovation of a water / sewer project in Green Cove Springs, Florida. Completed plans call for the remodel of a water / sewer project.

Scope Demo and modifications, concrete, metal finishings, painting and coating, plumbing, instrumentation and controls, electrical, earthwork, seeding and sodding, utilities, water & wastewater equipment The Work of this Project is defined in the Agreement and generally consists of the following Summary of Work: The upgrades to each of the two Carrousel Biological Treatment Units (BTUs) No. 1 and No. 2 include furnishing and installing a new Ovivo Oculus control system (software and hardware) that is integrated with the WRF Supervisory Control and Data Acquisition (SCADA) system. This system upgrade for each BTU includes, but is not limited to: a. Install a new manufacturer's master control panel with upgraded software. b. Connect and integrate the Oculus system to/with the WRF SCADA system using Ethernet/Industrial Protocol (IP). c. Install a new Hach oxygen-reduction potential (ORP) probe in the anoxic zone and a new Hach controller. d. Reuse and relocate an existing Hach dissolved oxygen (DO) probe in the aeration zone. e. Start-up, testing, and training of the new improvements B. The replacements and improvements to the Clarifier Splitter Box include, but are not limited to: a. Demolish and replace three stop plates with new, fabricated, manually operated ANSI Type 316 stainless-steel slide gates and frames. b. Demolish and replace the hose bibb and rack assembly with a new assembly. c. Demolish and replace the ladder with an aluminum staircase with handrails and walkway along the west side of the splitter box. d. Demolish and replace the grating and handrails on top of the splitter box with new aluminum grating and handrails to accommodate the new slide gates and frames and provide accessibility. e. Install temporary coffer dams sequentially in each splitter box channel to isolate each of the three channels to allow a dry environment to complete the improvements. f. Test the new improvements. C. The replacement of Clarifier No. 1 (Bid Additive Alternate No. 1) and No. 2 internal tank mechanisms and equipment including, but not limited to: a. Demolish and replace the clarifier mechanisms and equipment for Clarifier No. 1 (Bid Additive Alternate No. 1) and No. 2 with new Ovivo "C3S-FTS" solid-suction-type secondary clarifier mechanism and equipment. Demolish and replace the hose bibb and rack assembly with a new assembly and other small piping inside the tank walls for Clarifier No. 1 (Bid Additive Alternate No. 1) and No. 2. c. Demolish and regrout the sloped concrete floors for Clarifier No. 1 (Bid Additive Alternate No. 1) and No. 2. d. Pressure washing Clarifier No. 1 (Bid Additive Alternate No. 1) and No. 2 before installing new equipment. Inspect and repair the internal concrete wall coating system in kind. e. Protect and preserve during demolition the existing cast-in-place concrete tanks and coatings including the sloped concrete floors, effluent launders, troughs, and effluent drop boxes for Clarifier No. 1 (Bid Additive Alternate No. 1) and No. 2. f. Connect the piping and electrical for the different components for Clarifier No. 1 (Bid Additive Alternate No. 1) and No. 2. g. Start-up, testing, and training of the new improvements Note: Work for Clarifier No. 1 shall be a Bid Additive Alternate. D. The improvements to the Chlorine Contact Chambers (CCCs) include, but are not limited to: a. Demolish and replace five stop plates with new, fabricated, manually operated ANSI Type 316 stainless-steel slide gates and frames. b. Demolish and replace the aluminum baffle plates in the CCC effluent box in the CCC prior to the effluent pump station wet well. c. Patch and resurface the masonry block CCC baffle walls and coat the CCCs including floors, baffle walls, and interior chamber walls. d. Install temporary bypass pumping, piping, and pipe plugs to isolate different portions of the CCCs to facilitate completing the improvements in a dry environment. e. Test the new improvements. E. The replacement of the Effluent Pump Station Control Panel including, but not limited to: a. Demolish and replace the control panel with a new control panel SCADA ready for the Effluent Pump Station including start-up and testing of each pump. b. Install temporary bypass pumping and piping to complete the improvements. F. The replacement of the In-Plant Lift Station No. 1 Control Panel including, but not limited to: a. Demolish and replace the existing control panel with a new control panel for In-Plant Lift Station No. 1 including start-up and testing of each pump. b. Install temporary bypass pumping and piping to complete the improvements. Plans Other Info PROJECT Specific Requirements: 01. Deadline for Questions to Engineer: 09.22.22, 2:00pm 02. Liquidated Damages: $1,000 per calendar day after Substantial Completion date 03. Schedule: 365 calendar days to Substantial Completion 04. Engineers Estimate: 05. Proposal Acceptance Period: Ninety (90) days form the date of bid deadline. 06. Minority Requirement(s): N/A 07. Warranty One (1) yearsFrom the Date of Substantial Completion or for such longer periods of time as may be set forth with respect to specific warranties contained in the trade sections of the Specifications. 08. Davis Bacon Wage Rates: N/A 09. Certified Payroll: N/A 10. American Iron and Steel: N/A SUPPLIER General Requirements: (include in all IFB's on Pipeline) 01. Provide all of the normal and customary work necessary for a complete and operating system. Seal water trains, anchor bolts, and any other item specifically called for in the relevant specification, or related specification, shall be included. 02. Equipment or materials shall only be shipped under written direction from PSCC. 03. "Spare Parts" as mentioned in the specs shall not be shipped with equipment. Spare parts shall only be shipped under written direction from PSCC, and in specified containers with proper markings. 04. "Maintenance Materials" "Extra Stock" and "Spare Stock" shall only be shipped under written direction from PSCC. Maintenance Materials and Stock shall be shipped in the specified containers with proper markings. 05. Purchase Order includes all manufacturers' services (i.e. certification & startup) of equipment and materials as specified. 06. Vendor shall include all material, equipment and labor escalation costs for the duration of the construction schedule. 07. When or if on site, Vendor shall adhere to the PSCC General Guidelines Concerning Safety and Policy Procedures for Subcontractors, Vendors, Jobsite Visitors, which are general safety standards for all persons on site. 08. Submittals and shop drawings shall be in electronic format, or as further described in the specifications. 09. Site hours will be forty (40) hours per week, five (5) days per week; Monday through Friday, between the hours of 7:00AM and 5:30PM. SUBCONTRACTOR General Requirements: 01. Supply qualified supervision, qualified operators, qualified labor, material, heavy equipment, hand tools, associated appurtenances and all other items required to complete the scope of work. 02. The subcontractor is required to coordinate their work with PSCC and all other subcontractors on site. 03. All survey and layout required for the performance of this subcontract is the responsibility of the subcontractor. PSCC will establish reference benchmarks and baselines, as specified, for subcontractor use. 04. Subcontractor shall provide Payment and Performance bonds in the amount equal to 100% of subcontract value for subcontracts in excess of $100,000; or unless otherwise noted. 05. Subcontractor shall include all federal, state and local sales and use taxes. 06. Subcontractor shall provide all necessary trade specific permits. The Building Permit and NPDES Storm Water Permit will be obtained by PSCC. 07. Materials testing shall be provided by PSCC. This does not include trade specific testing such as welding inspections or destructive/non-destructive weld testing, or other special inspections. It includes concrete, grout, soil and asphalt testing. All other testing in the various specifications required by the manufacturer, or performance testing (pressure testing pipe, hydrostatic testing of water bearing structures, etc.) shall be by this Subcontractor. 08. Subcontract includes all manufacturers' service of equipment and materials provided under this subcontract. 09. Subcontractor shall include all unloading and hoisting of equipment and materials provided under this Subcontract, or by the Owner if applicable. 10. Subcontractor shall use job site waste disposal containers provided by PSCC. All waste shall be nonhazardous and placed in the proper container, should different types of job site waste require different containers. Subcontractor will remove debris daily and provide a "broom clean" work area prior to leaving the job site each day. Waste shall be strictly limited to general waste; not demolished or excess material such as concrete, asphalt, utilities, etc. 11. Subcontractor shall use sanitary facilities provided by PSCC. 12. Subcontractor responsible for all saw cutting, core drilling and concrete patching required to accomplish the work of this subcontract. 13. Subcontractor shall furnish and install all sleeves through work of other Subcontractors, or PSCC, as required to accomplish the work of this subcontract. 14. Subcontractor to begin attending weekly jobsite coordination meetings two weeks prior to the start of their work. 15. Subcontractor shall include all material, equipment and labor escalation costs for the duration of the construction schedule. 16. Subcontractor responsible for maintenance of traffic (MOT) where and when required to accomplish the work of this subcontract. 17. Restoration of areas disturbed while conducting work is the responsibility of the Subcontractor. 19. The insurance requirements must be met prior to the start of work. SUBCONTRACTOR SHALL NOT BE ALLOWED TO START WORK OR RECEIVE PAYMENT UNTIL ALL ACCEPTABLE INSURANCE DOCUMENTATION IS RECEIVED BY PSCC. 20. Subcontractor shall adhere to the PSCC General Guidelines Concerning Safety and Policy Procedures for Subcontractors, Vendors, Jobsite Visitors, which are general safety standards for all persons on site. 21. Subcontractor shall conduct weekly gang box safety meetings. A copy of the topic and sign-in sheet shall be turned in to PSCC. 22. As-built drawings are required for installations. 23. Submittals and shop drawings shall be in electronic format. 24. Site hours will be forty (40) hours per week, five (5) days per week; Monday through Friday, between the hours of 7:00AM and 5:30PM. 25. "Spare Parts" as mentioned in the specs shall not be shipped with equipment. Spare parts shall only be shipped under written direction from PSCC, and in specified containers with proper markings. 26. "Maintenance Materials" "Extra Stock" and "Spare Stock" shall only be shipped under written direction from PSCC. Maintenance Materials and Stock shall be shipped in the specified containers with proper markings.
