The Kent County Purchasing Division is soliciting proposals for a Community Needs Assessment for the Kent County Community Action Department (KCCA). We are seeking a comprehensive picture of the causes and conditions of poverty in Kent County as identified by community members, stakeholders, and service providers to inform KCCAs Community Action Plan and the departments adaptation of programs and services to best meet community needs. The goal of this solicitation is to select the most capable Respondent with competitive pricing Kent County Community Action is a public Community Action Agency for Kent County that oversees the administration of the Community Services Block Grant (CSBG) and other grants and programs serving individuals and families with low incomes in Kent County. KCCA is part of a national anti-poverty Community Action network of more than 1,000 agencies and serves more than 10,000 individuals and families annually in Kent County to move out of poverty and achieve lasting economic security. Through direct service provision and partnerships with other area providers, KCCA provides services to eligible Kent County residents that include foreclosure and eviction prevention, emergency housing and utility assistance, weatherization services, housing rehabilitation, affordable housing vouchers, supportive services for seniors, food assistance, tax preparation, transportation services, community development initiatives, and more. Kent County Community Action has been supporting residents with low-incomes in Kent County since 1965 and administers an average of over 30 grants per year. Federally required Community Services Block Grant Organizational Standards stipulate that all Community Action Agencies must conduct a comprehensive Community Needs Assessment and issue a final report every three years. This needs assessment will be used to guide KCCAs planning and service provision to individuals and families with low incomes in Kent County for the coming three years. The qualified respondent will be responsible for the coordination of a fully completed Community Needs Assessment that meets the requirements listed in the Organizational Standards for Public Community Services Block Grant (CSBG) Eligible Entities (located here) and includes the following activities and outputs The method of contractor selection has not been determined at this time.
