The HCDA requires the services of a Contractor to furnish all labor, materials, parts, tools, equipment, supplies transportation, and supervision to satisfactorily provide thorough maintenance, testing, and repairs to the sewage pump and backflow preventer systems located at Kewalo Basin Harbor (1125 Ala Moana Blvd., Oahu Tax Map Keys 2- 1-058:132, :134, and :137), the Historic Ala Moana Pump Station (240 Keawe Street, Oahu Tax Map Key 2-1-015: 063), and Kolowalu Park (1150 Queen Street, Oahu Tax Map Keys 2-3-004:080 and :014) in Honolulu, Hawaii (hereinafter collectively referred to as the "Premises"), as highlighted in yellow in the Premises map attached hereto as Exhibit A The HCDA requires the services of a Contractor to furnish all labor, materials, parts, tools, equipment, supplies transportation, and supervision to satisfactorily provide thorough maintenance, testing, and repairs to the sewage pump and backflow preventer systems located at Kewalo Basin Harbor (1125 Ala Moana Blvd., Oahu Tax Map Keys 2- 1-058:132, :134, and :137), the Historic Ala Moana Pump Station (240 Keawe Street, Oahu Tax Map Key 2-1-015: 063), and Kolowalu Park (1150 Queen Street, Oahu Tax Map Keys 2-3-004:080 and :014) in Honolulu, Hawaii (hereinafter collectively referred to as the "Premises"), as highlighted in yellow in the Premises map attached hereto as Exhibit A The HCDA requires the services of a Contractor to furnish all labor, materials, parts, tools, equipment, supplies transportation, and supervision to satisfactorily provide thorough maintenance, testing, and repairs to the sewage pump and backflow preventer systems located at Kewalo Basin Harbor (1125 Ala Moana Blvd., Oahu Tax Map Keys 2- 1-058:132, :134, and :137), the Historic Ala Moana Pump Station (240 Keawe Street, Oahu Tax Map Key 2-1-015: 063), and Kolowalu Park (1150 Queen Street, Oahu Tax Map Keys 2-3-004:080 and :014) in Honolulu, Hawaii (hereinafter collectively referred to as the "Premises"), as highlighted in yellow in the Premises map attached hereto as Exhibit A, Oahu Tax Map Key 2-1-015: 063), and Kolowalu Park (1150 Queen Street, Oahu Tax Map Keys 2-3-004:080 and :014) in Honolulu, Hawaii (hereinafter collectively referred to as the “Premises”), as highlighted in yellow in the Premises map attached hereto as Exhibit A The work to be performed under this contract ("Work") shall include the furnishing of all labor, materials, parts, tools, equipment, supplies, transportation, and supervision to satisfactorily provide thorough maintenance, testing and repairs to the sewage pump and backflow preventer systems identified in Exhibit B (each individual pump or backflow preventer system hereafter referred to as a "Unit"). The Contractor shall only enter the Premises to access the Units to perform the Work and shall not access or use the Premises for any other purpose. The Contractor shall perform thorough maintenance, testing pursuant to the schedule required by the Board of Water Supply, and repair work as needed to keep the Units in, or to return the Units to, a continuous operating condition. Such Work shall include regularly scheduled maintenance tasks in accordance with the manufacturer's preventive maintenance schedule, all required Board of Water Supply inspections, emergency call response, and any repairs required for each Unit. The Contractor is responsible to provide all parts, materials, equipment, and labor to perform all maintenance, testing, and repair work for the Units. For repair work, the total cost of parts for repairs to a Unit which total fifty dollars ($50.00) or less per Unit per site visit shall be included in the contract bid price. The cost for parts which total more than fifty dollars ($50.00) per Unit per site visit are not included in the contract price and may be reimbursed to the Contractor in accordance with Section 2.3 Allowance. The Contractor shall maintain, at all times, a sufficient number of properly trained personnel and competent supervision to permit the timely completion of all operations. The backflow preventer tests must be performed by a Certified Backflow Prevention Assembly Tester possessing a current Certificate of Competence from the Hawaii American Backflow Prevention Association (HABPA), Plumbers and Mechanical Contractors Association of Hawaii (PAMCAH) or the Honolulu Board of Water Supply (HBWS) The HCDA reserves the right to amend this IFB at any time prior to the bid closing deadline. Any amendment to this IFB will be in the form of a written addenda, and prospective Bidders will be notified of such amendments via online posting on HIePRO. Bidders are responsible for reviewing the information communicated via addenda prior to the submission of their bid. Bidders discovering an ambiguity, inconsistency, or error when examining the bid documents or Premises, or Bidders with questions or clarification requests, shall submit their written requests under the Question/Answers Section through HIePRO. All written questions will receive a written response from the HCDA that will be published through HIePRO. Written questions submitted via e-mail and facsimile will also be answered via an addenda posting on HIePRO. Verbal questions received via telephone or questions submitted through other means will not be accepted The Bidder must complete and submit Bid Forms 1 through 6, along with copies of applicable license(s) and proof of insurance. Bid Forms may be downloaded from the HIePRO website (see Attachment 1). All required forms and documents must be submitted electronically, as an attachment, through HIePRO by the deadline specified in Section 1.3 Schedule. Bidders are responsible for ensuring that all required forms and documents are attached when submitting its bid, otherwise a responsive bid from a responsible Bidder may not receive the award. The HCDA reserves the right to consider as acceptable only those bids submitted in accordance with all requirements set forth in this IFB and which demonstrate an understanding of the specifications listed herein. Any bid offering any other set of terms and conditions contradictory to those included in this IFB may be disqualified without further notice. The Bidder shall be disqualified if, for any prior solicitations by HCDA, the Bidder has ever: 1. Withdrawn its bid after HCDA has opened the bids; or, 2. Performed unsatisfactorily on any other previously awarded contract by the HCDA. Section 103D-308, HRS, provides that an invitation for bid, or any or all bids, may be rejected in whole or in part as may be specified in the solicitation, when it is in the best interest of the governmental body which issued the invitation, in accordance with rules adopted by the procurement policy board created in Section 103D-104, HRS, and morethoroughly explained in subchapter 11, Sections 3-122-96 and 3-122-97, HAR. The reasons therefore shall be made part of the contract file.
