The City of Hollywood, Florida (City) is seeking responses from qualified and experienced firms, hereinafter referred to as the Contractor or Proposer, to provide Tree Inventory and Consulting Services for the City, in accordance with the terms, conditions, and specifications contained in this solicitation. Submittals shall be considered an offer on the part of the bidder/proposer, which offer shall be deemed accepted upon approval of the City, and in case of default, the City reserves the right to accept or reject any or all bids/proposals, to waive irregularities and technicalities, and request new bids/proposals. The City also reserves the right to award any resulting agreement as it deems will best serve the interests of the city. Project Description: The City is seeking responses from qualified and experienced tree consultant to provide a complete city-wide tree inventory. The term of the tree inventory project awarded under this solicitation shall be for a period of two years, if mutually agreed to by the parties. All fees shall remain the same throughout the length of the agreement. The City reserves the right to cancel the agreement for convenience upon thirty (30 days) prior notice. The City of Hollywood (COH) has been a Tree City USA for the last 41 years. The densely populated urban community has incorporated improving its urban forest into its capital improvement plan and provides an on-staff Urban Forestry Supervisor to manage both installation and maintenance projects. With five full-time personnel the Urban Forestry Division of the Public Works Department implements the Urban Forestry Program, which includes various aspects of tree and palm maintenance including tree trimming and pruning, hazardous tree removal, and tree relocations. Urban Forestry ensures clearance is provided over rights-of-way and sidewalks. Staff oversees and administers the Citys contract for tree trimming to provide adequate and timely service. Functions of this program are performed by both in-house staff and contractual services. Over the last several years the City has increased its focus on not only protecting but expanding its urban forest. A tree fund was established that provides funding each year as part of the capital improvement program to replace, install and protect existing canopies. This dedicated funding source ensures that the Citys tree management efforts will continue each year and not be subject to budgetary decisions made during the annual budget process. The revenue for the Tree fund comes from fees paid by property owners who cannot meet the tree planting mitigation requirement. The City collects $325 per tree through this program. While the City traditionally uses the funding to plant trees as projects are implemented, the need for comprehensive tree inventory has driven the request for federal financial assistance to enhance the Citys efforts. The City will engage an experienced consultant to complete a city-wide tree inventory. The inventory will identify and collect data on every tree located on City-owned or managed property. These sites will include parks, common areas, rights-of-way, and facilities such as community centers. The City has 70 parks and open spaces along with miles of roadway and dozens of community facilities such as City Hall. The project will provide GIS mapping, species classification, size, and condition info. Once complete, the public will have access to the information and be able to view the maps to better understand the significant role the urban forest plays in everyday life. A portion of this project is grand funded. This means timelines and reporting requirements must adhere to all federal regulations as outlined in the grant including reporting requirements, statues, and policies.
