The due date for submitting questions related to this IFB will be Monday, September 19, 2022 at 4:30 pm. Any questions submitted on or before Monday, September 19, 2022 at 4:30 pm will be answered and uploaded to the Town's website. It is the responsibility of the Bidder to check the Town's website prior to the closing date for any issued Addenda and to submit with their proposal any and all Addenda acknowledgments signed by an individual authorized to sign on behalf of their organization. All bids must be signed and sealed in an envelope, clearly marked on the outside: "Sealed Bid, IFB 23-007: Snow Removal Services, to be opened September 26, 2022 at 2:00 PM", and shall be forwarded to the Purchasing Agent in order for your bid to be considered responsive. Bids shall be opened and read aloud by the Purchasing Agent at the appointed hour and date and such of the bidders or members of the public as choose to attend may do so. The Town reserves the right to reject any and all bids and waive all informalities. In the event the Town Manager chooses to reject all bids, the Town will re-advertise or make the purchase on the open market. The Town, through its duly adopted policies, may reject any or all bids. SCOPE OF WORK: The Contractor is to push off snow from curb to curb using industry standard and VDOT standard methods. Roads are typically pushed from the center out towards the edge with equipment in the correct travel lane for normal traffic flow. Care must be taken not to close in driveways or cars, particularly in cul-de-sacs, where possible. The Town will provide any chemicals requested by the Town's Representative for use. The Town's Representative will be required to make one (1) phone call to the contractor's listed number at the beginning of the snow event as notification for the call-in. The Contractor is responsible for ensuring that the phone number is updated with the Town of Warrenton Assistant Director of Public Works or his representative. The Contractor's supervisor will be required to meet with the Town's Representative within (1) one hour of the original call that services are needed. The Contractor's crew is to be on-site within (2) two hours of the initial call or as requested by the Town's Representative. Upon call-in, the Contractor shall show up at the assigned location they received from the Town's Representative with all equipment, trained operators, fueled, and any other incidentals needed to provide immediate snow removal. At all times the Town's Representative must have a contact phone number for the crew on site. At all times the Contractor shall perform snow removal operations in a manner to satisfactorily and safely remove snow and ice from assigned roadways under current weather conditions.
