Description/Background: The NSWCCD's Code 633 performs research and development in the area of shipboard environmental quality systems and also provides engineering and technical support to NAVSEA technical warrant holders, various program offices, and other Department of Defense (DoD) organizations. Changes to the Navy's handling of new solid waste discharge restrictions has greatly impacted the types of waste systems being researched, tested and installed on Navy ships as well as impacted the testing environment in Code 633's Building 63, Solid Waste Tent, located at the NSWCCD, West Bethesda, MD. Consequently, Code 633 requires the installation of a mezzanine in Building 63 to provide additional platform space for future testing and training performed on systems inside of Building 63. This purchase is in support of NAVSEA's Solid Waste Management efforts that help enable the Fleet's ability to process and store their solid waste. 2.0 Objective: The contractor shall provide the materials and services needed to install a manufactured, preengineered/prefabricated mezzanine platform that will support secondary system associated equipment and the maintenance performed on that equipment. Upon award of contract, the contractor shall arrange for and conduct an on-site visit to the NSWCCD, West Bethesda, MD; provide finalized mezzanine drawings; transport and deliver materials per para. 2.1 below specifications; perform assembly and platform installation services per para. 2.2 below specifications; perform site clean-up; and conduct inspection walk-through with the NSWCCD TPOC and remedy identified deficiencies. The contractor shall estimate for freight and shipping costs in their submitted proposal. The government will provide all required equipment for and perform offloading of delivered materials; conduct inspection of delivered materials; obtain applicable permits and Safety and OSHA compliances and verify applicable building codes; and perform trash removal. 2.1 Minimum Specifications: 2.1.1 The contractor shall provide a manufactured platform with specifications: o Deck Size: 22'-4" x 12'-0" with 2'x2' cutout (approx. 264 square feet) o Deck Height: 10'-0" o No uprights can be in the field o One corner to have a minimum 3' x 3' cantilever section so uprights do not interfere with an emergency exit door o Hand-railing on two long sides and one short side, minimum 3' high o Removable hand-railing (bolt or screw removable) o Minimum Capacity: 150 lbs. per sq. ft. o Flooring: steel plating, checker plate N0016722R0025 Page 4 of 16 2.2 Platform installation services: 2.2.1 The contractor shall: o Provide initial shop drawings of the mezzanine platform to the NSWCCD Government Technical Point of Contact (TPOC) in electronic format within ten (10) days of contract award for review, edit and return to the contractor. The contractor shall provide the final shop drawings in electronic format to the TPOC within twenty-one (21) days of contract award. o Perform one site visit to ensure all needed materials and installation services requirements are addressed. If requested by the Government TPOC, the contractor shall provide a written estimate with their additional required and/or recommended materials' and services' costs. Ref para. 2.3., below, subsequent purchase of estimated materials and services may be as contract option(s) as determined by the Government TPOC. o Perform all necessary platform anchoring and complete all required platform assembly and installation services. At conclusion, the contractor shall perform site cleanup. o Provide necessary support equipment to accomplish the setup and installation. o Perform an inspection walk-through with the Government TPOC and remedy identified deficiencies. A Government discrepancy list will be developed as a result of this inspection and all items in the discrepancy list shall be corrected within 14 calendar days and shall be approved by the TPOC. 2.3 Materials and Services Option(s): The contractor shall provide additional materials and/or services as selectively or collectively identified in contract modification following the government's receipt of site visit estimate, para. 2.2.1, above. 2.3.1 Materials Option. TBD. 2.3.2 Services Option. TBD. 3.0 Deliverables: None 4.0 Security Requirements: Unclassified 5.0 Shipping and Delivery: The contractor shall arrange for shipment and delivery of the platform to: NSWCCD 9500 MacArthur Blvd West Bethesda, MD 20817. 6.0 Period / Place of Performance: N0016722R0025 Page 5 of 16 6.1 Required period of performance The contractor shall provide final government approved drawings NLT twenty-one (21) days following contract award. The contractor shall deliver the mezzanine materials NLT 15 weeks following NSWCCD TPOC's receipt of final approved shop drawings. Subsequent to delivery, the estimated performance period for completion of mezzanine installation services is one (1) to three (3) weeks. 6.2 Place of performance The contractor shall provide and perform contract services at: NSWCCD 9500 MacArthur Blvd West Bethesda, MD 20817. 7.0 Government Technical Point of Contact (TPOC) The contractor shall work under the general oversight of the NSWCCD TPOC designated below: Jack D.
