Renovation of a mixed-use development in Caro, Michigan. Completed plans call for the renovation of a educational facility.

SUMMARY: The "Request for Proposal" is for a Secure Door Access System. This system will provide access to five physical buildings connected via a Local Area Network. Caro Community Schools reserves the right to increase or decrease the quantity of entrances as proposed in this "Request for Proposal" after the winning bid has been awarded. The vendor's proposed pricing must be applicable for Ninety (90) days after bid due date. Caro Community Schools reserves the right to accept or reject any or all bids and to award the contract to other than the lowest bid offered, if such actions are in the best interest of Caro Community Schools. This does not commit Caro Community Schools to any specific course of action. INSTRUCTIONS TO BIDDERS: 1. Bid price shall include delivery to the point of use. Where it shall be deemed necessary by school officials, the successful bidder shall be prepared to provide instruction in use and care of equipment delivered in both written form and on a demonstration basis. 2. All bids shall be exclusive of applicable taxes. Exemption forms will be executed when necessary. 3. All bids shall be submitted as per the RFP. Additional time will not be granted to any single vendor; however, additional time may be granted to all vendors when the District determines that circumstances warrant it (e.g., an "act of God"). 4. In the event of discrepancies between the unit price and extension, the unit price shall prevail. 5. Manufacturer's written guarantee shall accompany each bid. Bidders may state in writing additional guarantees which will become a part of the bid and considered in making awards. 6. Where applicable, service facilities and convenience of service will be considered as part of the bid. When necessary, bidders shall submit evidence of ability to install adequately, service or supply the required items, and that the sale or provision of such items or services is a substantial, regular and continuous part of the bidder's business. 7. Where applicable, bidders shall certify that all relevant Federal, State, and local laws have been complied with. 8. The successful bidder shall provide Commercial General Liability Insurance with a combined single limit of $1,000,000 each occurrence for bodily injury and property damage. Caro Community Schools shall be added as "additional insured" on the general liability policy with respect to the services provided under this contract and be furnished the certificate of insurance 10 days prior to commencement of work. 9. No order awarded under these specifications, or any part thereof, shall be sublet or assigned without the written approval of the Superintendent. 10. The bidder acknowledges that by submitting a bid, the specifications and other instructions are in the bidder's opinion, appropriate and adequate for the intended purpose. 11. The bidder assumes all costs of preparation of the bid and any presentations necessary to the bidding process. 12. Any exceptions to the terms and conditions contained in this RFP or any other special consideration or condition requested or required by the Bidder shall be enunciated by the Bidder and be submitted as part of its bid, together with an explanation of the reason such terms and conditions cannot be met. Each Bidder shall be required and expected to meet the RFP requirements, in its entirety, except to the extent exceptions are expressly noted in the bid and accepted by the District as part of the award agreement and documented accordingly. 13. It is the responsibility of the Bidder to inquire about any requirement of this RFP that is not understood. All questions should be in the form of E-mail whenever possible. During the bidding period, Bidders may be furnished written addenda to clarify or supplement the RFP. The information included in these addenda is to be included in the bid and will become part of the contract. Before submitting a bid, each Bidder should determine that they have received all addenda issued and should indicate on the bid form each of the addenda they received. The District will not be bound by oral responses to inquiries or written responses other than the addenda. 14. The Caro Community School Board of Education reserves the right to: a. reject any and all bids without assigning any reason therefore, b. be the sole judge of equivalency, and c. waive any bid requirement in accepting or rejecting bids. 15. Required affidavits are attached. The District shall not accept a bid that does not include the notarized affidavits. 16. All work must be completed by June 30, 2023. If the Bidder is unable to meet this timeline, this should be clearly noted in the proposal submitted. GENERAL CONDITIONS: Vendors should include with their proposal information all installation costs, including wiring, and any ongoing maintenance costs. Warranty information for any components and for installation workmanship should be included with the proposal. Vendors are encouraged to provide as much line detail pricing as possible on a cost per door basis. Vendors shall work with the Districts' Facilities Department and Technology Departments in regards to timing for and the installation of the system(s). Vendors shall submit, upon completion of the systems, the Operation and Maintenance Manual to the District, including documentation of installed system as built. Vendor shall include a recommended training schedule for the system, but will work to schedule with the District on actual dates for each training. Training shall be done onsite at each location as determined by District's needs. Training shall be shown as a separate price on the proposal pricing document. Vendor shall have visited the project sites and obtained information as necessary prior to submittal of the proposal to ensure that prevailing physical conditions and project arrangements that may be material to the performance of the work have been ascertained and accommodated in the bid. No claims for additional payments will be accepted due to the Contractor's failure to complete this survey. The District expects that the contract with the successful vendor will include a high level of customer service. This contract and/or any part of this contract are not to be subcontracted out without expressed written consent of the Districts. The installation and work for this project shall be done by trained and qualified personnel. Any damage done to the Vendor's equipment is the responsibility of the Vendor. Furthermore, Vendor shall assume responsibility for the repair of any damage done to Districts' buildings, equipment and facilities occurring as a result of installation. Card Readers must work with existing HID 26 bit fobs. Card Readers should be MIFARE capable. Card Readers with Bluetooth for cell phone authorization optional but desired. Card Readers with built in camera for video monitoring entry events optional but desired. Existing hardware must be replaced where specified. Existing hardware may be reused where allowed. Networked System with Internal and/or External Web Access. Multiple Groups for Access. 300 MIFARE Access Cards / Key Fobs (fobs preferred) pricing listed as an option by building: 100 for the High School 60 for the Middle School 60 for Schall Elementary 60 for Mc Comb Elementary 20 for the Alternative High School Existing handicap buttons must be connected to the system. Existing remote door unlocking buttons must be connected to the system. A physical lockdown button should be installed in the main office of 4 buildings (High School, Middle School, Schall, and McComb). Breakdown of doors and sensors per building: Caro High School - 13 readers, 19 strikers, 24 open/close sensors. Caro Middle School - 10 readers, 12 strikers, 23 open/close sensors. Schall Elementary - 6 readers, 6 strikers, 12 open/close sensors. McComb Elementary - 7 readers, 9 strikers, 14 open/close sensors. Alternative High School - 2 readers, 2 strikers, 2 open/close sensors. Alternative High School - Needs intercom doorbell entry system replaced. Building maps and complete door lists will be provided to all interested vendors at request.
