Purpose of this Solicitation: The purpose of this RFQ is to enter into a purchase order with the responsive and responsible vendor that submits the lowest cost to provide: construct a wildlife-only watering guzzler in Kane County Utah, approximately 30 miles east of the town of Kanab. The guzzler would be constructed on Buckskin Mountain in mule deer critical winter range. Catchment apron of High Density Polyethylene (HDPE), Ethylene propylene rubber (EPDM), or Reinforced Polyethylene (RPE) material. Material needs to be pre-manufactured (i.e. no additional welding or adhesion required) to the size of no less than 110 feet by 70 feet. Material must be black in color, be at least 30 mil thick, be UV resistant, and have an estimated longevity of 20 years or more. Catchment apron liner or underlayment to be placed directly on the ground before the placement of the apron. Liner needs to be able to protect the apron from puncture by rocks and other debris. Liner does not need to be pre-sized or welded together, but must contain enough material to cover 110 feet by 70 feet. 6 inch outlet pipe boot. This boot must be able to insert into a 6" pvc pipe and must be compatible with installation of the liner and be able to adhere to it with tape, glue. Adhesive or tape material must be included with the boot. Fully enclosed water tank, minimum 10,000 gallons. Tank must not exceed 15,000 gallons. Tank can be of metal (frac tank) or plastic but must be at least .25 inch thick and capable of being at least partially buried. If the tank is a frac tank, it must be steamed and cleaned inside. Freight. Materials need delivered to address below. Evaluation of Quotes: Each quote received shall be evaluated for responsiveness in as outlined in the Utah Procurement Code. This RFQ shall be evaluated by the objective criteria described in this RFQ. Quotes submitted must comply with the specification identified in this RFQ. Any quote that does not comply with the prerequisite and questions sections will be deemed non-responsive and will be rejected. Vendors must review each section of this RFQ carefully before submitting a quote. The Division of Purchasing may solicit other quotes via email, phone, or other methods as permitted by the Utah Procurement Code or applicable Administrative Rules. Vendors are prohibited from communications regarding this RFQ with the conducting procurement unit staff, evaluation committee members, or other associated individuals EXCEPT the State of Utah Division of Purchasing procurement officer overseeing this RFQ Question Submission Close Date 9/20/2022 2:00 PM MDT
