For the construction of: Project TRSC-22-2: Township of Roscoe highway department - 2022 paving project 2,000 Ton - Bituminous Surface Course 300 SY - Bituminous Surface Removal - Milling The above work will be let to the lowest responsible bidder and must be performed in accordance with the plans and specifications and contract now on file with the Consulting Engineer and the Township of Roscoe Highway Department. All bidders must execute and file, in the Township of Roscoe Highway Department Consulting Engineers office, a Prequalification Questionnaire, which is included in the contract document. The questionnaire shall be kept on file and be valid for the calendar year, subject to the Contractors status throughout the year. Additional blank forms of this questionnaire can be obtained from the Consulting Engineers office. Prior filing of such form for calendar year 2022 with the Township of Roscoe Highway Department or the Consulting Engineer shall satisfy this requirement. All proposals shall be addressed to the Township of Roscoe Highway Department, 5792 Elevator Road, Roscoe, IL 61073, with the project identity and the name and address of the bidder and proposal for which the bid is submitted marked on the outside of the sealed envelope. Bids shall be made on the forms of proposal attached to the specifications and no bids shall be considered unless made on such forms. No bid can be received or considered unless accompanied by a Bid Bond or a Certified Check equal to ten percent (10%) of the bid, payable to the Township of Roscoe, as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within ten (10) days from the date the lowest responsible bidder's bid is accepted. In the event the bidder fails to file such contract and bond within the time set by the Township of Roscoe, the check or bond shall be forfeited to the Township of Roscoe as liquidated damages. After bids are opened, no bids can be withdrawn for a period of ninety (90) days thereafter. The Township of Roscoe Highway Department reserves the right to reject any or all bids, or to accept any bid considered most advantageous to the Township of Roscoe Highway Department, and to waive or not to waive any informalities in the bidding. To the extent required by law, all employees on the project shall be paid by the Contractor in accordance with the rate of wages on file for the area of work, by the Department of Labor, or as determined by other appropriate agencies. The successful contractor/subcontractor will be required to comply with the Illinois Prevailing Wage Act (Illinois Revised Statutes, Chapter 28, Sections 2201-2207).
