Site work for a water / sewer project in West Palm Beach, Florida. Completed plans call for site work for a water / sewer project.

As of November 15, 2022, this project has not yet been awarded. A timeline for award has not yet been established. The bids will be for furnishing all materials, labor, supervision, equipment, supplies, fees, expertise, and services necessary for the replacement, removal or abandonment of old and substandard potable water main pipes and water services with approximately 23,000 linear feet of new pipes and the relocation of approximately 14 existing water services from the back to the front of the properties as well as associated appurtenances including site restoration of affected areas. These improvements are necessary as part of the continued restoration and repair of water infrastructure in the Glades Region and will improve water quality to residents and business. The SBE subcontracting goal for this project is a mandatory minimum of 20% participation, See EBO Ordinance Section 2-80.27(1)(c), of which 3% shall be among certified African American and/or Hispanic American owned firms; see EBO Ordinance Section 2-80.27(2)(b). When Bid Documents are obtained through a plan house, Bidders must notify the Palm Beach County Water Utilities Department s Project Manager via e-mail in order to be registered to receive project addendums and communications. Pursuant to the Palm Beach County Code Section 2-80.20 2-80.40, the Equal Business Opportunity (EBO) Ordinance, the County will provide contracting and subcontracting opportunities for S/M/WBEs. The following Affirmative Procurement Initiatives (APIs) apply to this project: The SBE subcontracting goal for this project is a mandatory minimum of 20% participation, See EBO Ordinance Section 2-80.27(1)(c), of which 3% shall be among certified African American and/or Hispanic American owned firms; see EBO Ordinance Section 2-80.27(2)(b). Explanation of goal setting committee s reasons for applying this API: The goal setting committee s reason for applying this particular API to this project was that the most recent data on the utilization of the foregoing MBEs indicates that contracts of this type have exhibited significant disparities in the utilization of these MBEs. When a mandatory SBE or M/WBE goal applies to this solicitation, then any bid that fails to comply with the required goal shall be deemed non-responsive after the period allowed for waiver requests has lapsed. If a bidder is unable to comply with a required goal, such bidder shall submit a request for a waiver or partial waiver at least 7 days prior to the bid due date At the time of bid submission each bidder, and all identified subcontractors, must possess all professional licenses or certifications required by the State of Florida and/or Palm Beach County, as applicable, for the purpose of performing the specified work. Bid proposals must be submitted on the forms provided by Palm Beach County and accompanied by a bid bond security in favor of Palm Beach County in the amount of not less than five percent (5%) of the bid price. A public construction bond (100%) will be required of the successful bidder within fourteen calendar days of notification from County. In accordance with F.S. 287.133(2)(a), persons and affiliates who have been placed on the convicted vendor list may not submit bids, contract with, or perform work (as a contractor, supplier, subcontractor or consultant) with any public entity (i.e. Palm Beach County) in excess of Ten Thousand dollars (or such other amount as may be hereafter established by the Florida Division of Purchasing in accordance with F.S. 287.017) for a period of 36 months from the date of being placed on the convicted vendor list. The Board of County Commissioners reserves the right to waive any bid irregularities, informalities, or technical deficiencies and to reject any and all bids. 1. Provide the materials, equipment, and incidentals required to make the Project completely and fully operable. 2. Only the materials listed in Palm Beach County Water Utilities Department Engineering Services Division - Approved Materials and Equipment List (Latest Version) are approved for use within the PBCWUD service area, or as specified herein. 3. Provide the labor, equipment, tools, and consumable supplies required for a complete Project. 4. Provide the civil, structural, mechanical, electrical and all other Work required for a complete and operable Project. 5. Test and place the completed Project in operation. 6. Provide the special tools, spare parts, lubricants, supplies, or other materials as indicated in Contract Documents for the construction, operation and maintenance of the Project. 7. Arrange and coordinate with Supplier for deliveries of OWNER purchased products in accordance with construction schedule, coordinate to avoid conflict with work and conditions at the site. Unload the products at the site, and store and protect the products in accordance with the Supplier's instructions. 8. The WORK shall be complete, and all work, materials, and services not expressly indicated or called for in the Contract Documents which may be necessary for the complete and proper construction of the WORK in good faith shall be provided by the CONTRACTOR and coordinated with the ENGINEER as though originally so indicated, at no increase in cost to the OWNER. 9. CONTRACTOR shall comply with all applicable federal, state and local safety regulations, laws and standards, as well as any specific Palm Beach County or Water Utilities Department requirements while completing the work. 10. Except as specifically noted, the CONTRACTOR shall provide and pay for: a. Labor, materials, and equipment. b. Tools, equipment and machinery. c. Water, electricity, and other utilities required to complete project. d. Other facilities and services necessary for proper execution and completion of the work. e. Permits, surveys, and testing. Potable water system improvements throughout the community including: a. Installation of new water mains b. Abandonment of existing asbestos cement water mains in place. c. Abandonment of existing water mains in place d. Replacement of existing fire hydrants and water services connected to the abandoned existing asbestos cement water mains. e. Rear-to-front lot water services conversion, including private service replacements and building connections. f. Pavement, driveway, sod, and miscellaneous restoration g. Work in PBC, FDOT, SFWMD ROW and on property owned by SDPBC h. Work in the ROW in the City of Belle Glade
