Central Avenue is currently under construction. Please consider these delays and allow for sufficient time when delivering your bid response in person. The District shall not be held responsible for late deliveries due to the construction delays. In accordance with School District Procurement Rules in the Arizona Administrative Code (A.A.C.) promulgated by the State Board of Education pursuant to A.R.S. 15-213, bids for the material or services specified will be received by the Phoenix Union High School District No. 210, at the above specified location, until the time and date cited. Bids received by the correct time and date shall be opened and the bidders pricing shall be publicly read and recorded. Background The Phoenix Union High School District 210 (PXU), acting as fiscal agent for the Digital Divide Cooperative is building a large-scale, distributed Private LTE network for education purposes by students, faculty, and staff members from the partner school districts, colleges, and the City of Phoenix. The Digital Education Connection Canopy (DECC) was created to address the need to close the digital divide inequity by providing no-cost broadband internet access and workforce development opportunities for qualifying students of partner districts. The District shall have contracted with a General Contractor (GC) who shall oversee the installation of various phases of the Digital Education Connection Canopy project. The awarded vendor under this IFB shall be required to coordinate work and installation schedules with the GC. 2. Sites, Materials, and Services Needed 2.1 Private LTE Network Sites The District is installing additional Private LTE Radio Area Networks (RANs) in several phases. Pricing is requested for 4G LTE eNodeB (eNB) base station radios and antennae equipment with installation services. The total number of towers is 36. The quantity of 4G LTE eNB base stations with antennae per RAN must provide 360-degree coverage and deliver at a minimum: 4G LTE Band 48 CBRS (Citizens Broadband Radio Service) spectrum coverage. 2.2 LTE Radio Area Network (RAN) Equipment Based on the proposed quantity of LTE network sites and 360-degree coverage requirement above, the District is seeking pricing for BLiNQ Networks and Communications Components Inc. (CCI) specific base stations and antennae equipment listed below. The District has not yet made a definite decision on which model will be utilized. Vendors are asked to provide pricing on each model listed. Pricing shall include the installation services. o 4G LTE base station eNB radios (band 48 CBRS minimum frequency) with mounts: BLiNQ Networks ONLY o FW-600 (expectation of 4 per RAN (tower) if selected) o FW-600LAA (expectation of 4 per RAN (tower) if selected) o Antennae and associated cabling with mounts: Communications Components Inc. (CCI) ONLY (where required per eNB radio for maximum coverage and subscriber capacity) o MBA3F-H3A: 3 Beam Special Events Antenna o MBM6F-H2D: 6 Beam 4x4 MIMO Antenna 2.3 Installation and Design Services Provide pricing for installation and design services as described below: o Provide a pre-installation LTE band 48 CBRS Radio Frequency spectrum predictive coverage design document in electronic PDF format per RAN site. This RF design document is required to be delivered to and accepted by the District before installation and ordering of any base stations. The RF design document will reflect the optimal CBRS frequency ranges for each eNB per RAN to limit and prevent interference between installed antennae on local RAN, as well as the closest network RAN eNB radios in the DECC network area. District requirement is minimal to no RF spectrum channel interference with optimal eNB frequency configuration
