This project has been awarded to Axum General Construction Inc. Speed Limit Changes "The City of Tacoma" in accordance with provisions of Title VI of the Civil Rights Act of 1964, (78 Stat. 252, 42 U.S.C. sections 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin in consideration of award. Each bid for construction must be accompanied either by a certified or cashier's check for 5 percent of the total amount bid, including tax, payable to the City Treasurer, or an approved bid bond, by a surety company authorized to do business in the State of Washington, for 5 percent of the total amount bid. The person legally authorized to sign the bid must sign all bid bonds. The approved bid bond form attached to these Specifications should be used: no substantial variations from the language thereof will be accepted. Except as modified by the Special Provisions, the Respondent to whom the Contract is awarded shall provide a payment and performance bond, including power of attorney, for 100 percent of the amount of his/her bid (including sales taxes), to insure complete performance of the Contract including the guarantee. The bonds must be executed by a surety company licensed to do business in the State of Washington. For a supply-type contract, a cashier's check or cash may be substituted for the bonds; however, this cash or cashier's check must remain with the City through the guarantee period and any interest on said amount shall accrue to the City Protest Policy: City of Tacoma protest policy, located at electronically specifies procedures for protests submitted prior to and after submittal deadline. Project Scope: Replace residential 25mph signs with 20mph signs in accordance with new Vision Zero goals SCOPE OF WORK: In February 2020, the Tacoma City Council adopted Resolution No. 40559 committing to Vision Zero and the goal of eliminating traffic fatalities and serious injuries by 2035. Contained within Resolution No. 40559 was direction to complete a study on the "State of Speed and Safety in Tacoma" and include consideration of a default speed limit of 25 MPH on arterials and 20 MPH on residential streets. This project will cover the replacement of 25 MPH residential street speed limit signs with new 20 MPH signs and replacing existing 30 MPH speed limit signs in six business districts with new 25 MPH signs. Information related to the signs being installed and replaced is located in the Appendices. The information includes the street and segment, GPS coordinates, and installation notes for each sign. Labor provided as a result of this contract is subject to state prevailing wage requirements. Vendors are required to provide and keep current a certificate of insurance per City of Tacoma requirements. The insurance certificate requirements are located in the "Contract Forms" section of this document. Services shall be completed within 40 working days of Notice to Proceed.
