The proposed project is located in the Town of Wells, Hamilton County, NY Construction will be in strict conformance with all NYSDOT requirements and governed by the NYSDOT Standard Specifications Section 100 - General Provisions and Section 200 thru 700 - Technical Specifications dated September 1, 2022. Contractors must take all necessary affirmative steps to assure that minority, women, and disadvantaged businesses are used where possible. The Contractor is required to submit a completed Lobbying activity form, a Non-Collusion form, a Sexual Harassment Prevention certification and complete the online CCA-2 publication for the prime contractor and all sub-contractors. The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in these specifications including, but not necessarily limited to the following: This project will involve the placement of approximately 660 Cubic Yards of Extra Heavy Rip Rap near the toe of the Lake Algonquin Hydro Dam Apron. Access to place this fill will require construction of a temporary Haul Road and structure to allow the hydro plants low flow to pass along with removal of such structures and ancillary work. The project shall be completed on or before November 30, 2022 with an assumed Notice to Proceed date of September 22, 2022. Notice to Proceed is based upon receiving all necessary permits to perform this work and will not be granted to the Contractor until received. Complete electronic sets of the specifications and bid forms may be obtained on or after September 1, 2022 from the Town of Wells. Contract documents will ONLY be provided electronically. Hard copies of full and partial plan sets will NOT be distributed. Drawings and Specifications may be examined at the Town of Wells Town Hall. Contractors that obtain contract documents from a source other than the issuing office must notify the issuing office in order to be placed in the official plan holder's list, in order to receive addenda and other bid correspondence. Bids received from contractors other than those on the official plan holder's list will not be accepted. In any case of any ambiguity in the plans, specifications or maps, or between any of them, the matter must be immediately submitted to the Town, who shall adjust the same, and his/her decision in relation thereto shall be final and conclusive upon the parties. All addenda will be issued by email correspondence. The contractor is required to fill out and submit, at the time of bidding, the Bid Form (BF-1) showing acknowledgement of any Addenda The Town of Wells will not issue Addenda, nor its Engineer will not issue addenda nor respond to bidders' questions five (5) days prior to the scheduled bid opening unless stated bid date is postponed. All bids must be made on the official Bid Form and Bid Summary Form or an exact reproduction thereof and enclosed in a sealed envelope with the following clearly marked on the front of the envelope: Bidders Name and Address Sealed Bid- Repair of Lake Algonquin Hydro Dam Apron, FEMA Disaster 4472DR-NY, FEMA Damage # 385705 Date and Time of Bid Opening. Bids received via "overnight" or "express" mail after this time will not be opened and will be returned to the bidder. Such bids shall not be considered. This is a Unit Price bid. No bidder may withdraw his bid within forty-five (45) calendar days after the actual date of the opening thereof. Each bid must be accompanied by a Certified Check or Bid Bond, payable to the Town of Wells in the amount of 5 percent of the base bid in accordance with the Instruction to Bidders. The successful bidder will be required to furnish insurance, construction performance and payment bonds in the full amount of the contract price, in accordance with the proposal. Owner reserves the right to reject any and all Bids, to waive any and all informalities and the right to disregard all nonconforming, non-responsive or Conditional Bids.
