Enlarged Hepzibah Public Service District Water System Improvements The approximate quantities of work to be bid upon are described as follows: 1 LS Mobilization/Demobilization; 1 LS Videotaping of Project Area; 1 LS Erosion and Sediment Control; 2800 LF 8" AWWA C-900 Water Line; 700 LF 6" AWWA C-900 Water Line; 7000 LF 8" HDPE DIPS DR11 (Open Cut); 400 LF 8" HDPE DIPS DR11 (HDD); 90 LF 16" Steel Casing (Bore & Jack); 20 LF 12" Steel Casing (Open Cut); 1010 LF 3/4" SDR 9 Service Tubing (Open Cut); 200 LF 1" Service Line; 4 EA 8" M.JT. Gate Valve, Complete w/Box and Lid; 1 EA 4" M.JT. Gate Valve, Complete w/Box and Lid; 1 EA 8" Check Valve w/ Isolation Valve; 2 EA Remove and Replace Existing Fire Hydrant, Complete; 1 EA Fire Hydrant Assembly, Complete; 2 EA Install New 2" Flushing Hydrant; 1 EA 2" Water Meter Setting and Vault; 27 EA New Meters and Pit Settings; 28 EA Reconnection to Existing Customer; 3 EA Air Release Valve Assembly; 14 EA Tie-In to Existing Water Line; 9 EA Cut and Plug Ex. Water Line; 1 EA Pressure Reducing Valve Station; 300 LF 1 1/2" Electrical Conduit with (2) #2 and (1) #6 wires; 20 LF Concrete Sidewalk/Step Repair; 70 LF Gravel Driveway/Road Repair; 150 LF HMA Driveway/Road Repair; 300 LF WVDOH Type "B" Trench Repair; 2500 LF WVDOH Shoulder Stone; 2200 LF WVDOH Rock Lined Ditch; 6460 LF Reclamation. The Work will be substantially completed within 120 calendar days after the date when the Contract Times commence to run, and completed and ready for final payment within 160 days after the date when the Contract Times commence to run. Liquidated damages shall be $1,000 per day. A two envelope system will be used. Envelope No. 1 must have the following information presented on the front: Name and address of Bidder Bid on Contract - Water System Improvements Received by the Enlarged Hepzibah Public Service District Envelope No. 2 labeled "Bid Proposal" shall also be placed inside of Envelope #1. Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR - 1 of these contract documents. If such documents are found to be in order, Envelope No. 2 "Bid Proposal", will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 "Bid Proposal" will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder. A bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids. Bids shall be accompanied by a certified check or bid bond payable to Enlarged Hepzibah Public Service District in an amount equal to five percent (5%) of the base bid. Contractor is required to provide the Drug Free Workplace Certification in accordance with WV Code 21-1D-5. All Bidders are required to have a West Virginia Contractor's License per Section 21-11-11 of the West Virginia Code. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders. The Enlarged Hepzibah Public Service District reserves the right to reject any and all bids. Amounts paid are not subject to refund. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. The replacement of sections of pipe in the existing water system including customer water meter settings, fire hydrants, isolation gate valves, a check valve to prevent flow from exiting the Greater Hepzibah system, new pressure reducing valves at the connection to the Clarksburg system, a new solenoid control valve and mixer at the Spelter Tank, and restoration to any disturbed areas to return them to preconstruction conditions.
