For Truck Scale Conversion Digital Upgrade SANTA FE SOLID WASTE MANAGEMENT AGENCY (SWMA) through the City of Santa Fe's Central Purchasing Office is requesting an Invitation to Bid (ITB) to stablish a Service Agreement for a Truck Scale Conversion and Digital Upgrade for the inbound scale at Caja del Rio Landfill. Furnish and install one truck scale conversion kit and associated electronic controls for an existing concrete deck truck scale. No late bids will be accepted under any circumstances. Bidders should include some lead time for email delivery as late-delivered bids will be determined to be non-responsive, no matter whose fault it was. The email subject line should indicate the following information: The ITB number and title, and Bidders name and address must be included in the content of the email. General Provisions 2.1 The current scale is a 70' x 10' Fairbanks 60-ton mechanical level/analog truck scale. 2.2 Remove the mechanical level system and analog load cells from the 70-foot concrete deck scale. 2.3 Convert scale with a METTLER TOLEDO POWERCELL(R) PDX(R) load cell or equal. 2.4 Install a METTLER TOLEDO IND 570 terminal (scale display indicator) or equal. 2.5 All work shall be completed during regular operating hours of the landfill, which are Monday - Saturday, 7:00 a.m. to 5:30 p.m. Work cannot interrupt traffic flow around the scale plaza. 2.6 Work shall include testing and calibration of the finished scale conversion according to NIST Handbook 44 and the New Mexico Department of Agriculture Rules and Regulations 21.16.2 NMAC - Specifications, Tolerances, And Other Technical Requirements for Weighing and Measuring Devices. 2.7 Completion of work in a reasonable manner is critical. Bidders must offer a project schedule with their quotes. 2.8 The work area shall be maintained in a neat and satisfactory manner. All construction debris shall be removed from the work areas and disposed of at an approved waste disposal site. 2.9 Comply with all local, state, and federal laws governing safety, health, and sanitation. 3. General Specifications 3.1 Furnish and install one truck scale conversion kit and associated electronic controls for an existing concrete deck truck scale in a pit at Caja del Rio Landfill. 3.2 The scale shall be fully electronic and incorporate no mechanical weighing elements, check rods, and check stays. 3.3 The scale's weighing-related electronics shall consist solely of load cells, load cell cables, and a digital weight display. 3.4 The load cells and load cell mounting hardware shall be constructed of stainless steel. The cables shall be stainless steel sheathed. Load cells that are not stainless steel and hermetically sealed shall not be acceptable because of their inability to prevent moisture from entering the load cell and causing a premature failure. 3.5 The scale shall meet the requirements set forth by the current edition of the National Institute of Standards and Technology Handbook 44 (NIST HB-44). The scale manufacturer shall provide a Certificate of Conformance (NTEP Certification) to these standards upon request.
