The Town of Andrews is soliciting Statement of Qualifications (SOQ) from qualified consultants to provide engineering and grant administration services for a Wastewater Treatment Plant Upgrade and Modernization Project. The Town owns and operates a wastewater treatment plant (WWTP) with design capacity of 1.5 MGD, discharging to the Valley River under NDPES Permit NC0020800. The Town plans to upgrade and modernize the WWTP with a new activated sludge process consisting of an equalization basin, grit chamber, oxidation ditch, clarifier upgrades, return and waste sludge pumping improvements, outfall piping enlargement and sludge dewatering, building. The Town intends to fund this project through an American Rescue Plan Act (ARPA) grant in the amount of $11,718,300.00. Preparation of a detailed engineering and environmental report. 2. Preparation of design drawings and technical specifications. 3. Assistance with regulatory submittals for all required federal, state, and local permits. 4. Assistance with a competitive bidding process to select a construction contractor. 5. Furnishing construction administration and field inspection during the construction phase of the project. 6.
