The City of Pleasant Hill, Missouri ("City"), is inviting proposals from qualified vendors for the following project: RFP 12-22 Historic Preservation Design Guidelines The City is soliciting proposals for consultant assistance to develop commercial and mixed use design guidelines that may be used in the City's historic district. The City of Pleasant Hill has one locally and nationally registered Historic District located in Downtown Pleasant Hill. The City's last historic resources survey was completed in 2004. Historic Preservation Ordinances are in place with oversight for certificates of appropriateness through a local Historic Preservation Commission. The City has seen recent growth and interest in downtown Pleasant Hill resulting in a number of historic preservation applications that are more involved. Recent or anticipated applications include infill development within the local district, facade renovations, and restoration of historic elements. The Commission is desiring design standards to ease the burden on applicants and to assist with Commission decision making. Completion of this project will be a list of detailed design guidelines for the entire district, including a general framework for compatible infill development within the district boundaries. The Pleasant Hill Historic District consists of two distinct construction periods with different architectural elements for each. Recognition of the different elements of properties within the district will be required. This RFP is a solicitation for pricing to complete design guidelines. Responses will be scored not only on qualifications and cost, but also the respondent's ability to complete the work within a timely manner. The City intends to select a qualified historian or architectural historian to complete the design guidelines. The City would prefer a consultant that meets the Secretary of the Interior's Professional Qualifications Standards for historian or architectural historian, as outlined in the Code of Federal Regulations, 36 CFR Part 61. Please provide a listing of all staff that will be included in this project and their knowledge, skills, and experience with similar projects.
