Renovation of a residential development in Bay City, Michigan. Completed plans call for the renovation of a residential development.

Scattered Site Electric Service Panel Replacement at 20 dwellings. Bids are request to replace 20 electric service panels and add two or three new circuits. This project will replace the existing 100-amp electric service panel with a new panel at 20 residential duplex dwellings owned by the Bay City Housing Commission. A single contract will be awarded to all work described in this project. Scope of work. The Bay City Housing Commission residential dwellings were constructed in 1969 with Cutler-Hammer 100-amp electric service panels, each panel is in an unfinished basement. We are requesting bids to replace this panel with Square D QO or Homeline 150 amp, 30-space electrical panel at the existing basement location. Bids must include all necessary labor, all breakers (a mix of 30, 20 and 15 amp. They do not need to be ground fault rated) and service grounding as required by municipal electrical code. In addition to replacing the service panel, two or three new 20-amp circuits will need to be run from the panel to each bedroom on the second floor. This will be a single recessed outlet to be located near the window for future air conditioner placement. For these circuits, it will be necessary to cut some openings in gypsum wall for transitioning the new wiring vertically between floors. Any opening must be repaired to original condition. Any new circuit wiring using the attic will need the cellulose insulation returned to even level as found. Additionally, 11 service panels will need to be relocated from its present location because it does not have 'clear access.' Mast wiring from the meter to panel should not need updating however an additional ground rod, one ground bridge and its wiring are required. Contractor may find a dwelling unit needs a 240-volt, 30 amp circuit ran for a gas dryer or basement is without a 120-volt, 15 amp duplex outlet if none is present or bonding of a water heater does not meet code. Please contact maintenance crew leader if you find either of these conditions present. BCHC will allow a change order for correction. All new service panels must have specifically labeled circuits identifying each room, fixtures or equipment in typed lettering. Bids shall include all necessary municipal permits as per code (estimate is $127 per dwelling) and sales taxes. The list of addresses where panels will be replaced are on page three. Because of supply chain issues, Bay City Housing Commission will be flexible and work with contractors on scheduling. The successful bidder will need to certify that neither he/she nor firm, partnership or association in which they have a substantial interest is designated as an ineligible contractor by the Comptroller General pursuant to Section 5.6(b) of the Regulations of the Secretary of Labor, 29 CFR Part 5, or pursuant to Section 3 of the Davis-Bacon Act, as amended, or that any part of this contract has been or will be subcontracted to any subcontractor if such subcontractor, firm, corporation, partnership or association in which such subcontractor has a substantial interest is designated as an ineligible contractor pursuant to any of the aforementioned regulatory or statutory provisions. Wage rates shall not be less than the prevailing scale of wages as established by the U.S. Department of Housing and Urban Development. Contractor documentation and submission of all payroll and fringe benefits is required using form WH-347 and Statement of Compliance, form WH-348, for each week during the course of work. General Decision No. MI20220011 Mod #4, 8/5/2022, residential rate for Bay County is: Electrician $ 35.31 (wages) 38.03% + $9.25 (fringe benefits) Apprentices are eligible as covered employees for a reduced reimbursement as set by their level of training and be enrolled in a U.S. Department of Labor, Bureau of Apprenticeship Training program. A copy of each participant registration will be required. Contractor shall notify owner of any discrepancies found between the information in this work description, including drawings, or actual field conditions. Notification shall be given in writing prior to starting work. Failure to do so indicates acceptance by the contractor. All work shall be performed during regular business hours Monday through Friday from 8:00 a.m. to 5:00 p.m., excluding official Housing Commission holidays. Contractor shall be responsible for keeping all property clean and free of debris that could cause injury to people and property. All work on this project shall be in accordance with all applicable federal, state and municipal codes, ordinances and regulations. All materials, equipment and workmanship as described in this specification and amended by any change order shall be guaranteed for a period of one year from the date of completion. Notification to correct, repair or replace any defective materials or workmanship shall be from the Owner, in writing to the Contractor. Insurance Coverage. The Contractor is required to provide, prior to the commencement of services, a certificate of insurance documenting the following minimum insurance coverage: Workers' Compensation Insurance and Employer's Liability Insurance at the following limits: $100,000 Each Accident, $100,000 Disease - Each Employee, $500,000 Bodily Injury/Disease. Combined single limit of $1,500,000 for bodily injury and property damage per occurrence of Commercial General Liability coverage. Auto Liability Insurance coverage of $500,000 Bodily Injury Per Person Each Accident, $250,000 Property Damage or $1,000,000 Combined Single Limit Each Accident. The Contractor or subcontractor shall not commence work under any contract, purchase order or any other agreement until they have obtained all insurance coverage as required in this policy along with the Certificate of Insurance on file with the Executive Director. All policies shall name the Bay City Housing Commission as an additional named insured. No work on BCHC property may take place without liability and workman's compensation insurance in force and Certificate(s) of Insurance received by Owner. No "request for extras" will be entertained from the Contractor, which arise out of interpretation of this language. Materials and products not specified, but required by code, may be incorporated in the work provided owner gives advanced written approval. Performance bond is required by BCHC Procurement Policy for all contracts over $50,000. If your bid is over $50,000 include the cost for a Performance bonding. Bid bond is not required. Note: Bay City Electrical Inspector Peter Zurch encourages final inspections on Tuesdays and Thursdays. He will do his best to work with the contractor for additional inspection availability on his non-Bay City days (Monday, Wednesday, Friday).
