Renovation of a medical facility in Porterville, California. Completed plans call for the renovation of a 32,000-square-foot medical facility.

Contractor to furnish all labor, materials, tools, equipment, and transportation and any other services necessary to remove and dispose of approximately 32,000 square feet of roofing material from 9 SCD and 35 NCD, including all existing layers of roof covering down to the concrete roof deck per CSC 1511.3, including but not limited to damaged or rotten perimeter nailers and prepare surface and install single ply fully adhered roofing system per specifications. Building 9A SCD, approximately 3,788 square feet; contractor will removal all existing layers of roof covering down to the roofs original wood deck and replace with oriented strand board (OSB) and install Standing Seam Painted Galvalume metal roof system per specifications at Porterville Developmental Center, in accordance with plans and specifications. Bidders for this project must possess a current C39 classification license(s) issued by the Contractors' State License Board. If the bidder is not licensed as specified, the bid will be disregarded. Joint Venture bidders must possess a Joint Venture License. Preference will be granted to bidders certified as a "Small Business" in accordance with Section 1896 et seq., Title 2, California Code of Regulations. Applications for preference must be submitted to and approved by the Office of Small and Minority Business, 1531 I Street, 2nd Floor, Sacramento, CA 95814-2016. Bids must be submitted for the entire work described therein. Deviations from plans and specifications will not be considered and will be cause for rejections of bids. The Department has the right to waive any irregularity in a bid or to reject any or all bids. No bid will be considered unless it is made on a standard form furnished by the Department and is made in accordance with the "Instructions to Bidders." A payment bond, Standard Form 807 in an amount not less than 100 percent of the contract price must accompany every contract involving an expenditure in excess of $25,000.00, and for projects over $10,000, the Contractor shall also furnish a Performance Bond (DS 1399) to accompany Construction Contract in an amount not less than 100 percent of the total contract amount securing the payment of laborers, mechanics, or material suppliers employed on the work under contract. The successful bidder will be required to enter into a contractual agreement in the form of a "Standard Agreement, form STD 213" which shall be binding upon the State of California only upon approval by the State. The contract is not binding on either party unless or until it is approved by the appropriate state agencies, including the Department of General Services, if required. All nonexempt state contracts of $5,000 or more are subject to state contractor nondiscrimination and compliance requirements pursuant to Government Code, Section 12990 and Title 2, California Code of Regulations, Division 3, Section 8201. A bid for a public works contract, which is submitted by a bidder who has been decertified from contracting with the State by the Department of Fair Employment and Housing, shall be deemed to be non-responsive and shall be rejected. The Depai tinent of Developmental Services is soliciting bids from Disabled Veteran Business Enterprises in order to meet the Department's established goals of 3 percent for Disabled Veteran Business Enterprises (DVBE), to comply with Section 10115, et seq., of the Public Contract Code and Title 2, California Code of Regulations, Section 18060.60, et seq. The DVBE incentive program is being applied on this project. Refer to the DVBE Program Requirements for details. In accordance with the provisions of Section 1773 of the Labor Code, the Department has ascertained that the general prevailing rates of wages applicable in the county in which the work is to be done are those rates established and published by the Director of the Department of Industrial Relations. Copies of the wage rates are on file at the Office of the Chief of Plant Operations III, Porterville Developmental Center.
