B-1 Project Title Perimeter East Building (PEB) Uninterruptible Power Supply (UPS) Maintenance Contract B-2 Work Location Social Security Administration (SSA) Perimeter East Building (PEB) 6201 Security Blvd Woodlawn, MD 21235 B-3 Introduction The Schneider UPS system installed has Rating: 1000 KW N+ 1 (1250 kW)/ Scalable to 1500 KW. There are two (2) UPS Transformer-less Subsystems each with N+ 1 arrangement. Each UPS system has five (5) Modules. The battery system consists of flooded cell, lead-acid batteries installed to provide 15 minutes of run time at an output voltage of 480V de. Each UPS system, in this case two, will have a dedicated string of batteries. B-4 Objective The objective of this Scope of Work is to secure a contract for the Maintenance and Repair of the two (2) Schneider Galaxy VX UPS N+ 1 systems, the two (2) Battery systems for each, all associated UPS Power Monitoring, Battery Monitoring hardware and software by a factory certified contractor. This will include but not limited to afterhours service calls, weekends, Holidays, etc. B-5 Scope The contractor shall provide all supervision, labor, documentation, parts, maintenance supplies, tools, test equipment, transportation to keep the equipment operating to manufacturers' specifications. Preventive and remedial maintenance is on all UPS equipment as listed below: o Two (2) Schneider Galaxy VX UPS N+ 1 Uninterruptible Power Supply System (UPS) with Five (5) Modules each. Model: GVX11500KD Serial Number 1: U2 l 7 l 200213 l Serial Number 2: U21712002050 o Two (2) 120 Dual Cell Enersys DX-35B battery sub-systems o Cell Watch battery monitoring system, Hardware, and software o UPS Power Monitoring system, Hardware, and Software o Battery Breaker disconnects o All Breakers located in the Schneider Galaxy VX UPS switchgear o All controls related to the UPS system to include all systems listed above B-6 Responsibility Schneider Galaxy VX UPS -The Contractor shall be responsible to submit the complete list and schedule of factory required maintenance and tasks for the referenced UPS system Enersys DX-35B Battery Systems - The Contractor shall be responsible to submit the complete list and schedule of factory required maintenance and tasks for the referenced Battery systems. B-6.1 Preventative Maintenance The contractor shall perform preventative maintenance (PM) on all systems listed herein in accordance with manufacturer's recommended specifics. Battery maintenance in accordance with IEEE recommended practices (IEEE- 450-2010). The Government reserves the right to specify the schedule for performance of preventative maintenance. Shutdown duties are scheduled at the convenience of the Government. After completed Preventive Maintenance Data Sheets to the Contracting Officer's Representative (COR). B-6.2 On Call Maintenance & Response Times o The contractor shall provide on-call maintenance on 24 hours a day, seven days a week, 365-day per year basis. o The contractor must provide a manned emergency point of contact 24 hours a day, seven days a week, 365 days per year. o Within 30 minutes of receiving SSA's trouble call, the contractor shall contact the PEB Utility Building at (410)965-2080 to acknowledge receipt of the trouble call, confirm that a customer service engineer has been dispatched, and provide an estimated time of arrival. o The customer service engineer must arrive at the PEB designated point within twenty-four (24) hours from receipt of the trouble call. Required Meetings / Site Visits The contractor shall send a representative to the PEB (at a mutually agreed upon time) twice a year to meet with the COR. Issues discussed will include repairs completed, frequency of specific repairs, future needs of the UPS, engineering changes/enhancements and any other information the contractor or COR require. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation, numbered 28321322Q00000377 is being issued as a request for quotation (RFQ).
