You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Glenn Research Center's Construction Management, Inspection, Surveying, and Testing (CMIST-II) solicitation. The principal purpose of this requirement is to provide Construction Management, Inspection, Surveying, and Testing Services and related services for the Facilities Infrastructure Division (FD). NASA will conduct this acquisition as an 8(a)-set-aside competition. The North American Industry Classification System (NAICS) code for this acquisition is 541330 and the small business size standard is $22.5M. This competitive acquisition will result in a hybrid contract, with Cost-Plus-Fixed-Fee (CPFF) contract line item number (CLIN) for base services, Firm-Fixed-Price (FFP) CLIN for Program Management Office for base services, FFP Phase-In period and FFP Indefinite-Delivery, Indefinite-Quantity (IDIQ) Task Orders. The contract has a potential period of performance of 5.5 years with a 24-month Base Period, a 24-month Option Period 1, 12 -month Option Period 2-, and 6-month option to extend. The anticipated contract award date is January 1, 2024, with a February 15, 2024, contract effective date. The contract will be performed onsite at NASA Glenn Research Center and Armstrong Test Facility. Potential offerors should pay close attention to all solicitation instructions; however, the following requirements list is summarized to assist in proposal development. Please note that this list is not exhaustive, and the solicitation terms and conditions and provisions in sections L and M take precedence: A Phase-in period will be conducted. CLIN 1 - A 45-day Firm Fixed Price (FFP) Phase-in The Government will make available existing Installation-Accountable Government Property (IAGP) for onsite contract performance. Site Visits/Conferences. An Industry Day occurred on June 26, 2023; no additional Site Visits/Conferences will occur. NASA has determined that this acquisition may give rise to a potential organizational conflict of interest (OCI). Offerors should refer to clause H.5 1852.209-71 Limitation of Future Contracting, clause I.116 1852.237-72 Access to Sensitive Information, and provision L.23 Notice of Potential Organizational Conflicts of Interest, for a description of the potential conflict(s) and any restrictions on future contracting. Offerors should refer to DRD 003 entitled "Organizational Conflicts of Interest (OCI) Plan" in Attachment G of the Data Requirements List for additional information regarding the submission of an OCI Plan. NASA GRC appreciates the comments received in response to the release of the Draft RFP. These comments resulted in improvements to the quality and content of the overall RFP. Offerors should review the RFP in its entirety, as its content has changed from the Draft RFP version. The following list identifies some areas where significant changes or clarifications have been made from the Draft RFP to this final RFP that may not have been addressed in the Draft RFP questions and responses. The removal of Total Compensation Plan This list is not intended to cover all changes nor describe all RFP requirements. Offerors should carefully review the RFP in its entirety. 6. Be advised, in accordance with provision L.31 Preparation of Volume III - Relevant Experience and Past Performance, Offerors need to encourage their references to submit their Past Performance Questionnaires directly to the Contracting Officer prior to proposal due date. 7. Offerors are required to have a Commercial and Government Entity (CAGE) code that matches the corporate address submitted with its proposal. Offerors are encouraged to refer to Federal Acquisition Regulation (FAR) provision 52.215-1, INSTRUCTIONS TO OFFERORS-COMPETITIVE ACQUISITION, in particular paragraph (f)(4) which discusses the Government's right to award a contract without discussions. Documents related to this acquisition, including this letter, the solicitation, attachments, exhibits, any amendments, and links to online reference/technical/bidders library will be attainable electronically from the World Wide Web through the Government-wide point of entry website at www.SAM.gov. Potential Offerors are requested to periodically monitor the websites for updates. NASA FAR Supplement (NFS) clause 1852.215-84, OMBUDSMAN, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. This RFP does not commit NASA GRC to pay any proposal preparation costs, nor does it obligate NASA GRC to procure or contract for these services. This request is not an authorization to proceed and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation. Potential offerors, especially those that have not previously submitted a proposal utilizing NASA's EFSS Box, are encouraged to review the solicitation instruction entitled "Electronic Proposal Delivery - Proposal Marking and Delivery Through NASA's EFSS Box" which provides instructions related to the submission of proposal via EFSS Box. Offerors are encouraged to check with their corporate IT staff to determine if there are firewall restrictions that would need to be addressed prior to the submission of proposal files through NASA's EFSS Box. In accordance with NFS 1815.201(f), a "Blackout Notice" has been issued to NASA personnel. All inquiries/communications pertaining to this acquisition shall be directed only to the Contracting Officer listed below. All questions regarding this RFP should be submitted in writing, electronically to Sarah DeRoche, Contracting Officer, at sarah.a.deroche@nasa.gov on or before August 11, 2023, at 12:00pm EST. Offerors are encouraged to submit questions as soon as possible for consideration. Thank you for your support. We look forward to receiving your proposals. Amendment 3: is hereby amended. An updated copy of the RFP is attached. Offerors are responsible for reading the amended RFP and all changes contained therein. Additionally, a document with answers to Offerors' questions is attached. Notable Changes include (but not limited to): Language has been added in L.30 VOLUME II - COST/PRICE PROPOSAL INSTRUCTIONS to include "Section 7: Program Management Office. Offeror shall propose a PMO to cover all base services including some fluctuating IDIQ Task Orders. Offerors that propose in unbalanced PMO, for example anticipating that PMO cost will/could be recovered in IDIQ Task orders will be presented as a risk to the Source Selection Authority." Language in B.1 has been replaced with "Program Management Office (PMO) is for Base Services. For extenuating circumstances, additional PMO could be proposed by Offerors and may be negotiated at the task-order-level for the IDIQs, but it is not guaranteed (See Section 7 under L.30 VOLUME II - COST/PRICE PROPOSAL INSTRUCTIONS)." Language in L.31 PREPARATION OF VOLUME iii - RELEVANT EXPERIENCE AND PAST PERFORMANCE has been replaced with "The Offeror and the Major Subcontractor(s)/Teaming Partner(s) shall only include contracts held within the past three (3) years of the solicitation issue date which had a minimum of one (1) year of contract performance during the same three (3) year period." The Chart in L.30 VOLUME II - COST/PRICE PROPOSAL INSTRUCTIONS has been replaced with Work Site Percentage being 90% and Offsite being 10% : GRC 1852.223-73 GRC MODIFICATION (9/16) TO NFS 1852.223-73 - SAFETY AND HEALTH PLAN (SEP 2016) has been removed from the RFP Attachment Z - IDIQ Statements of Work CMIST-II is not included in the RFP
