For furnishing all labor and materials, and performing all work required by the Chilton County Commission and described as follows: RFQ Number 2022-01 Professional Engineering Services Design of Sewer Facilities for Economic Development Project The Chilton County Commission is accepting Statements of Qualifications from qualified firms to provide grant application development, professional engineering design and construction inspection services for an U.S. Economic Development Administration (EDA) Grant to provide sanitary sewer treatment and collection system to be in the southwest quadrant of Exit 200 on Interstate 65. The Engineering agreement will meet the requirements of Section IV E of the "Summary of EDA Construction Standards, July 2018" as well as the competitive procurement standards of 2 C.F.R. 200.317 or 200.318, as applicable. The fee for basic Engineering services shall be a lump sum or an agreed maximum and no part of the fees for other services shall be based upon a cost-plus-apercentage-of-cost or a cost using a multiplier. The Bidder must include the Company's UEI number in the proposal. The Bidder must include evidence of the Company's active registration with the System for Award Management (SAM). SAM registration is required for businesses to contract with the Federal Government, and for confirmation of debarment/suspension status. Registration can be obtained through. A contract award will not be made to parties listed on the government-wide Excluded Parties List System in the System for Award Management (SAM), in accordance with the OMB guidelines at 2 C.F.R. part 180 that implement Executive Orders 12549 (3 C.F.R. part 1986 Comp., p. 189) and 12689 (3 C.F.R. part 1989 Comp., p. 235), "Debarment and Suspension." The Chilton County Commission is an Equal Opportunity Employer. All minority business enterprises (MBE) and disadvantaged business enterprises (DBE) are encouraged to submit a RFQ proposal. The County requires that all contractors comply with the Equal Employment Opportunity laws and the provisions of the Contract Documents in this regard. The County also encourages and supports the utilization of Minority Business Enterprises on this and all public Statements of Qualifications. For the selection of subconsultants, the Bidder must comply with the requirements of 2 CFR 200.321 of the Code of Federal Regulations "Contracting with small and minority businesses, women's business enterprises, and labor surplus area firms. The method of contractor selection has not been determined at this time.
