Project Description: The Folsom Dam Raise Project is a Flood Risk Management project at Folsom Lake, California which will provide system-wide flood damage reduction benefits when combined with the Common Features Project efforts within the Sacramento Valley. Work consists of raising the MIAD by 3.5 feet by constructing a floodwall structure along its 4,900 feet-long crest. A seepage cutoff wall, 30 inches wide with an average depth of 17 feet, will tie the raised section to the dam's core. Riprap will be placed on the upstream side of the floodwall. The Government is particularly interested in embankment excavation; open trench excavation; seepage cutoff wall; compaction with material processing, transport, and temporary storage; structural concrete work using cast-in-place or slip-form methods; and relocation of utility and security features. In accordance with DFARS 236.204(i) the estimated magnitude of construction is expected to be between $10,000,000 and $25,000,000. This prospective contract action will be conducted using NAICS Code 237990 (Other Heavy and Civil Engineering Construction). The size standard is $45 Million. Product Service Code is Y1LC (Construction of Tunnels and Subsurface Structures). The solicitation will proceed as a 100% Small Business set-aside acquisition and is estimated to be issued on or about April 14, 2023, with bids due tentatively on May 16, 2023. The IFB will be issued on the Government Point of Entry known as SAM.gov and will establish a firm bid due date/time. The site visit date, time and location will be identified in the solicitation. BE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELLED OR REVISED AT ANY TIME DURING THE PRE-SOLICITATION, SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS.
