Rehabilitation project to replace pavement and improve subgrade of approximately 3.2-miles of STH 11. Soil borings and soil investigations to be done by consultant. Work will include the C-51-83 box culvert replacement, and associated drainage analysis for proper sizing of the new box, plus drainage analysis for the rest of the project (curb & gutter, other pipe culverts, standing water in the ditches, maybe a storm water system, etc.). New traffic signal equipment is needed at the intersection of STH 11 and USH 45 as well as better accommodations for WB 65 truck movements. The contract price will be based on an estimate of the selected consultants actual costs plus fixed fee. Actual costs will be defined as those costs allowable under the cost principles in Part 31 of Federal Acquisition Regulation (FAR). Consultant costs including indirect cost rates and cost accounting system will be subject to audit. Consultant firms that are unable to account for costs consistent with requirements of the FAR are not eligible to contract. Consultants selected will be required to either submit or have on file with WisDOT a Consultant Financial Report prior to contract execution. Information on the report may be found electronically. Advertised Fixed Fee %: 7.25 The fixed fee for this contract will apply an indirect cost factor of 150% to the consultants estimated direct labor, regardless of the consultant's actual indirect rate.
