Bids also may be sent by postal mail to the City of Martinsville Purchasing Department, P O Box 1112, Martinsville, Va. 24114-1112. Place Opticom and the bid opening date in the lower left-hand corner of the envelope. It is the responsibility of the offeror to ensure that their proposal reach the appropriate office prior to the close time on the bid. Response received after the date and closing will be considered nonresponsive and will not be opened. Bids will not be accepted via fax machine or internet e-mail. All contractors are hereby notified that they must have proper license under the Virginia State laws governing their respective trades. The successful bidder will be required to obtain all necessary liability insurances to hold the City of Martinsville harmless and will be required to furnish all certificates of such insurance. All materials used and work done shall be subject to the inspection, test and approval of the Director of Telecommunications along with City Fire Chief. The City of Martinsville's Traffic Control Department is searching for qualified vendors to install and or make adjustments to various Opticom devices at eight (8) signalized intersections. This document will outline the Scope of Work requested. After performing a through review of each Emergency Vehicle Preemption (EVP) the City of Martinsville requests qualified vendors to make necessary adjustments to the following signalized intersections: 1. Liberty and Clearview 2. Northside Drive and Clearview 3. Memorial Blvd and Starling Avenue 4. Church, Brookdale and Watt Streets 5. Commonwealth Blvd and Liberty Street 6. Commonwealth Blvd. Fairy and Hooker Streets 7. Liberty and View Street The City of Martinsville requests the successful vendor install four OPTICOM detectors, brackets and lights as well as one new Gridsmart video detection unit at the following intersection: 1. Memorial Blvd, Church Street and Fayette. a. Note underground conduit is currently in place and existing loop detector cable will need to be removed from the existing conduit to make room for OPTICOM, Confirmation, and possibly Video Detection Cable. JO Herbert Co. Inc has compiled a detailed list of specific items needed to be addressed those can be found in Attachment A. The successful contractor will communicate with JO Herbert (main contact) or Charles Anderson (City of Martinsville) for any questions or necessary information when placing or adjusting the requested units. The successful contractor must meet the following critera: o Have knowledge of Traffic Signal operations o Have Knowledge of Opticom installations o Have knowledge of Gridsmart Installation o Able to properly set up Traffic Control Management for intersection work. After completion of each intersection, the contractor will have each intersection signed off by JO Herbert Co, the City of Martinsville Traffic Control Staff (Charles Anderson) and the Fire Chief Ted Anderson or his designee at Martinsville Fire & EMS to ensure the additions or adjustments made addresses proper detection and passage at each EVP intersection.
