Renovation of a fire / police facility in Pensacola, Florida. Completed plans call for the renovation of a 10,200-square-foot, one-story above grade fire / police facility.

This contract is to remove and replace the herein specified damaged components located at the Brent Fire Station, 5925 North W Street, Pensacola, Florida 32505. Coordinates: 30 28' 26.09" N, 87 15' 22.50" W FEMA DI: 451250 FEMA Project Number: 178784 FEMA PW: 564 General 1. It is the responsibility of the Contractor to fully investigate the existing conditions and scope recommendations associated with this project prior to submitting a bid. 2. All construction and construction actions shall comply with local, state, and federal safety codes/requirements. 3. Contractor shall supply, receive, off-load, and maintain all materials and equipment needed to support and achieve the work described above. 4. All equipment necessary to perform the work shall be provided by the Contractor. The use of Escambia County's equipment and personnel shall not be permitted. 5. The Contractor shall protect the building components and surrounding property from any damage directly or indirectly related to the construction activities and provide all construction barriers required by this work to protect the Contractors and Escambia County's property and personnel. 6. The Contractors bid shall include, but not be limited to, mobilization, safety, overhead equipment, materials installation equipment, personnel, and profit fees to perform the work described. 7. The contractor shall verify all existing conditions referred to in the document and take steps necessary for compliance with the recommendations and specific drawing details. 8. Work shall be limited to normal business hours only, unless prior approval is requested, and granted. 9. Contractor shall be responsible for securing all materials staging areas and permits required to perform the work. 10. Due to the anticipated delay in production, and delivery, of certain construction materials required to complete this project, if manufacturing and delivery of construction materials is greater than 30 days, the Contractor shall provide written notification from the manufacturer and request a change order to the contract time. 11. Work shall be completed within 30 calendar days. 12. All contracts/purchase order $25,000.00 and over shall be required to have a performance and payment bond included in the price. 13. Contractor shall submit the cost as a lump sum, but hae the ability to convert the costs to unit price at the request of the County. Note - Contractor is encouraged to perform a bid walkthrough of the work area to field measure and verify all documented dimensions and component counts. Square footages listed below are estimates only. Existing Conditions The Brent Fire Station building site encompasses an approximate 10,200 SF footprint. It is a one (1) story structure visible from North W Street. The external building facade was observed to be brick masonry. The building is surrounded by asphalt on two sides in the form of either parking lots or drives. There are four (4) large commercial roll-up doors on both the western and eastern sides of the building - presumably for emergency vehicle ingress and egress. Four (4) aluminum framed doors were noted along the exterior of the building; one at the front of the fire station for general public access, one at the rear of the building for personnel access to the living quarters, and two at the side of the building for personnel access to the vehicle bays. The roof is a hipped corrugated R-panel metal roof over a lumber deck with varying pitches due to the design of the roof. The interior is broken up into two (2) separate sections - vehicle cargo bay and living areas. The personnel areas (kitchen, living quarters, and common rooms) have typical interior finishes such as painted gypsum wallboard, suspended ceiling grid systems with batt insulation, vinyl tile floors and rubber wall base molding. Work Description Work includes furnishing all materials, labor, and equipment necessary and required for the completion of the application of roofing, internal, and external components as indicated on the construction drawings and specified herein. The scope of work includes, but is not necessarily limited to, the following items: Exterior 1. Proper staging of materials. Materials shall arrive onsite in their manufacturers labeling and be kept in a watertight/temperature safe environment prior to installation as per all manufacturers' recommendations that apply. 2. Remove and replace forty (40) square feet of vinyl soffit with like kind and quality components along the northern elevation. Ensure color, material, profile, and dimensions match existing components as best possible. 3. Remove and replace forty (40) square feet of vinyl soffit with like kind and quality components along the southern elevation. Ensure color, material, profile, and dimensions match existing components as best possible. 4. Remove and replace eighty-five (85) linear feet of aluminum gutter and downspout with like kind and quality components on the Western elevation. Ensure the new component profile, material, and color matches the existing downspouts and gutters as best possible. Refer to existing downspouts to verify size dimensions for the new downspout. 5. Remove and replace one (1) can type incandescent light fixture and necessary wiring with like kind and quality equipment along the southern elevation. Roof 1. Proper staging of materials. Materials shall arrive onsite in their manufacturers labeling and be kept in a watertight/temperature safe environment prior to installation as per all manufacturers' recommendations that apply. 2. Remove and replace all edge fasteners to facilitate correct overlap of the edge metal. Replace fasteners with larger diameter fasteners to ensure securement of the new fasteners. 3. Remove and replace all lifted fasteners (Approximately 130 lifted fasteners were observed during initial assessment) with fasteners of a larger diameter to ensure securement of the new fasteners in the event the previous fastener holes in the lumber decking were stripped out. Additionally, it is possible the fasteners were lifted due to deck deterioration. The contractor should bid a square Foot unit price to remove and replace the lumber decking, underlayment, and metal R-panel (if required) everywhere that fasteners are lifted for the possibility that the new fasteners cannot be properly secured to the lumber deck due to deck deterioration. In the event the lumber deck, underlayment, and metal R-panel must be removed and replaced; all components replaced should be replaced with components of like, kind, and quality. Ensure new panel profile, material, and color matches the existing roof panels as best possible. The potential demolition of the roofing panels will likely affect the adjacent edge metal components. The contractor should bid a linear foot unit price for edge metal removal and replacement of like kind and quality materials. 4. Remove and replace twelve (12) linear feet of metal ridge cap at the peak of the roof with like kind and quality materials. Ensure new ridge caps profile, material, and color matches the existing ridge caps as best possible. 5. Remove and replace one-hundred and twenty (120) square feet of metal roofing where damaged at the corner of the building. Ensure new panel profile, material, and color matches the existing roof panels as best possible. Remove and replace thirty-two (32) linear feet of 14" wide flashing aswell.
