As of January 4, 2023, this project has not yet been awarded. The project is expected to be awarded on January 24, 2023. The estimated BASE BID construction cost is $1,981,000. The estimated BID ADDITIVE 1 Construction cost is $844,000. The estimated BID ADDITIVE 2 construction cost is $2,416,000. ]The work to be done consists of, mobilization; traffic control and construction signage; installation of fiber optic communications cable in conduit, conduits, pull boxes, fiber optic splicing and testing, fiber optic switches, fiber optic small form pluggable modules, fiber pig tails, and other such items or details that are required by the Plans, Standard Specifications, or these Special Provisions to be performed, placed, constructed, or installed. The estimated construction cost for the BASE BID of this project is $1,680,000, BID ADDITIVE 1 is $726,000, and BID ADDITIVE 2 is $2,060,000. The bidder's attention is directed to the "Project Stabilization Agreement," section of the special provisions regarding the requirement to enter into a Project Stabilization Agreement ("PSA") for City construction projects funded in whole or in part with City of Concord funds where the engineer's estimate or bid amount exceeds $750,000.00. The PSA also includes a Helmets to Hardhats requirement. A copy of the PSA is attached and incorporated by reference. The Contractor shall possess at least one of the following valid Contractor's licenses at the time the bids are opened: Class "A," General Engineering Contractor. Further, only a contractor registered with the Department of Industrial Relations (DIR) to bid on public works contracts in California shall be permitted to submit a bid. Furthermore, only subcontractors registered with the DIR to bid on public works contracts in California shall be permitted to perform work or labor or render service under subcontract to the subject contractor. The City Council has ascertained that State of California prevailing wage rates are applicable for this and all City projects. The Contractor may elect to receive 100% of payments due under the contract from time to time, without retention of any portion of the payment by the City, by depositing securities of equivalent value with the City in accordance with the provisions of Section 22300 of the Public Contract Code and with applicable City regulations. Such securities, if deposited by the Contractor, will be valued by the City's Finance Director, whose decision on valuation of the securities will be final. Bids shall be dropped off using the mail slot at the entrance to Wing A. Contact the City Clerk at (925) 671-3495 for questions or assistance in dropping off bids. ALL BIDS SHALL BE PRESENTED UNDER SEALED COVER AND SHALL BE ACCOMPANIED BY CASH, CASHIER'S OR CERTIFIED CHECK OR A BIDDER'S BOND EXECUTED BY A CORPORATE SURETY INSURER. THE BIDDER'S GUARANTEE SHALL BE IN AN AMOUNT EQUAL TO AT LEAST TEN PERCENT (10%) OF THE AMOUNT BID AND MADE PAYABLE TO THE CITY OF CONCORD.
