General: This Appendix covers the requirements of the Federal Aviation Administration (FAA) for the refurbishment of a passenger elevator in the Airport Traffic Control Tower located at Bangor International Airport, 617 Griffin Rd. Bangor ME 04401. The materials and equipment described herein set forth the minimum level of quality that will be acceptable to the FAA for items to be replaced or refurbished in accordance with the Contractor's proposal accepted by the FAA. Background: The existing passenger elevator was originally installed in 1995 by Liberty Elevator Company. The elevator is now 27 years old and the controller is at the end of the original design expectancy. All equipment is original with exception of the Variable Voltage-Variable Frequency (VVVF) drive. The elevator controller is obsolete and is a source of repeated elevator service interruptions and replacement parts are becoming ever more difficult to acquire. As we move forward with the replacement of the controller, other associated elevator components that are failing or past their useful life will also be replaced. At this time, a refurbishment of the elevator, as set forth in these documents is the best option for the FAA. The itemized list in the Project Description describes the project's Scope of Work. Location of Project: Bangor Airport Traffic Control Tower (BGR-ATCT) 617 Griffin Road Bangor, ME 04401 OFFERS (JAN 2018) (a) The offeror (you) must submit responses to this SIR by the following electronic means email Your offer must arrive at the place and by the time specified in the SIR. (b) Such offers must refer to this SIR and include, as applicable, the item or sub-items, quantities, unit prices, time and place of delivery, all representations and other information required and a statement specifying the extent of your agreement with all the FAA's (we) terms, conditions, and provisions. (c) We may decline to consider offers that do not include required information, or that reject any of the terms, conditions and provisions of the SIR. (d) Send your offer to Rodgers.L.Cox@faa.gov and Erin.M.Crabtree@faa.gov. (e) We will not be responsible for any failure attributable to transmitting or receiving the offer, unless it falls under section (a) of AMS provision 3.2.2.3-14 "Late Submissions, Modifications, and Withdrawals of Submittals". This requirement is for an elevator refurbishment and preventive service maintenance agreement at Bangor International Airport in Bangor, ME. The FAA is exempt from state and local taxes; this exemption, however, does not pass through to the contractor. The contractor therefore will be responsible for all state, local, and other applicable taxes. All contractors must be in compliance with Ensuring Adequate COVID Safety Protocols for Federal Contractors in SAM, per the attached hyperlink All contractors must have an active registration in SAM (sam.gov) in order to receive the award. This Solicitation is a full and open competition under North American Industry Classification System (NAICS) code 238290 with a small business size standard of $19.5M. Estimated Project Magnitude is between $250,000.00 and $500,000.00. Performance and Payment Bonds are required for this requirement. All pre-construction submittals must be approved before issuance of the Notice to Proceed (NTP). A site visit is scheduled for TBD. Any proposal received after October 21, 2022 will be deemed non-responsive and will not be considered for award.
