In accordance with Indiana Code (IC) 5-30, the Fort Wayne-Allen County Airport Authority (the Authority) is soliciting proposals from qualified Design-Builders (as defined by Indiana Code (IC) 5-30-1-4, as amended) to provide requisite architectural/engineering (A/E) design, construction engineering, inspection, and construction services for the development of a new corporate hangar facility (Project) planned for the Fort Wayne International Airport (FWA) in Fort Wayne, Indiana. This solicitation is considered a combined request for qualifications (RFQ) and request for proposals (RFP) as defined by IC 5-30-5-1. The submission of a proposal shall consist of two (2) parts delivered to the Authority in separate, sealed envelopes at the date and time described in this Advertisement. The first, consisting of a combined proposal with the Design-Builder s statement of qualifications (SOQ) and supporting qualitative approach to Project execution based on the requirements described in the solicitation. The second, consisting of the price proposal for the corresponding design-build services. Design-Builder s SOQ & Qualitative proposal shall be initially reviewed and scored by the Technical Review Committee (TRC) followed by in-person interviews with the proposing Design-Build Teams. Lastly, a separate public Price Proposal Opening meeting will be conducted on December 2, 2022 at 11:00 AM, eastern time. The public Price Proposal Opening will be conducted at the Authority s Aero Center located at 4401 Altitude Drive, Fort Wayne, Indiana 46809. The proposing Design-Builder must supply all the information required by the solicitation. In addition to requirements of the solicitation, the response submitted by prospective Design-Builiders must include all required information as outlined in IC 5-30-5-3, as amended.
