Site work for a water / sewer project in Tulare, California. Completed plans call for site work for a water / sewer project.

This project includes the drilling, constructing, developing, pump testing, and disinfecting a new potable water source, Well No. 3. A 6-inch pilot hole is to be drilled to a depth of 915 feet below ground surface with a hydrogeological investigation. Final placement and sizing of the casing, screens, and compression sections will be dependent on geophysics, geology, and water quality encountered. The production well is to be drilled into the alluvial, lacustrine, and marsh deposits of the Kaweah sub basin of the San Joaquin Valley Basin to a depth of approximately 915 feet. The conductor casing is 18-inches in diameter with a nominal 10-inch well casing, with a desired design flow rate of 100 gallons per minute (gpm). Two intervals of 20 feet compression sections are proposed to be installed, including at the Corcoran Clay layer. Site work will include drilling, reaming, well construction activities to completion of filter pack installation, development, multi-step pumping tests, and water quality sample acquisitions. All work not requiring 24-hour operations shall be conducted between the hours of 7:00 AM and 6:00 PM on weekdays, not including school holidays. The Well Equipping scope of work will be performed through a separate bid package. Public works projects shall be subject to compliance monitoring and enforcement by the Department of Industrial Relations. For all projects over Twenty-Five Thousand Dollars ($25,000), a contractor or subcontractor shall not be qualified to submit a bid or to be listed in a bid proposal subject to the requirements of Public Contract Code section 4104 unless currently registered and qualified under Labour Code section 1725.5 to perform public work as defined by Division 2, Part 7, Chapter 1 ( 1720 et seq.) of the Labour Code. For all projects over Twenty Five Thousand Dollars ($25,000), a contractor or subcontractor shall not be qualified to enter into, or engage in the performance of, any contract of public work (as defined by Division 2, Part 7, Chapter 1 ( 1720 et seq.) of the Labour Code) unless currently registered and qualified under Labour Code section 1725.5 to perform public work. Contract Time shall be 120 calendar days, and liquidated damages for delay shall accrue. See Agreement Between Owner and Contractor for more information. Cover of sealed bids shall be clearly labelled "WAUKENA JOINT UNION SCHOOL DISTRICT BID ENCLOSED DO NOT OPEN." No bid will be accepted by Owner after this time. Facsimile (FAX) copies of the bid will not be accepted. Bidders must check in at the School Office. Information shared at the non mandatory pre-bid conference will be presumed to be shared with all bidders on the plan holders list. Any questions regarding this Project must be submitted by email to Shen Huang at shen.huang@nv5.com no later than 4:00 p.m. on October 7, 2022. The Owner will supply all answers to all Bidders in the form of an Addendum. No questions will be addressed by the Owner after this date and time. The Engineer's estimate for the base bid items of this work is $900,000. Bids must be accompanied by a bidder's bond, cashier's check, or certified check for at least ten percent (10%) of the amount of the base bid and made payable to the Owner. Pursuant to the Contract Documents, the successful bidder will be required to furnish a Payment (Labour and Material) Bond in the amount of one hundred percent (100%) of the Contract Sum, and a Faithful Performance Bond in the amount of one hundred percent (100%) of the Contract Sum, as set forth in the Contract Documents. The successful bidder will be allowed to substitute securities or establish an escrow in lieu of retainage, pursuant to Public Contract Code Section 22300, and as described in the Agreement Between Owner and Contractor and General Conditions. The Owner will not consider or accept any bids from contractors who are not licensed to do business in the State of California, in accordance with the California Public Contract Code, providing for the licensing of contractors. In accordance with Section 3300 of said Code, the successful bidder shall have a valid California State Contractor's License Class C-57 license and be registered with Tulare County Health and Human Services Agency, Environmental Health Division to drill potable water wells within Tulare County. Bidders shall maintain the license(s) in good standing through Contract completion and all applicable warranty periods. For all projects over Twenty-five Thousand Dollars ($25,000), bidder shall state the public works contractor registration number on the Designation of Subcontractors form for each subcontractor performing more than one-half of one percent (0.5%) of the bidder's total bid. The Director of Industrial Relations of the State of California, in the manner provided by law, has ascertained the general prevailing rate of per diem wages and rate for legal holidays and overtime work. The Contractor must pay for any labour therein described or classified in an amount not less than the rates specified. Copies of the required rates are on file at the Owner's business office and are available on request.
