Site work, paving, outdoor lighting and renovation of a mixed-use development in Garfield, New Jersey. Completed plans call for site work for a water / sewer project; sidewalk / parking lot; for paving for a sidewalk / parking lot; road / highway; road / highway; playground / park / athletic field; for outdoor lighting for a playground / park / athletic field; playground / park / athletic field; for the renovation of a educational facility; and educational facility.

Garfield High School Athletic Complex Improvements has been awarded to Dakota Excavating Contractor in the amount of $6,966,815. The work to be performed under this contract includes the following: Base Bid The renovation of the athletic complex at Garfield High School in Garfield, New Jersey. Improvements include replacing the natural grass fields and cinder running track with multi-use synthetic turf facilities (over 250,000 square feet allowing for high school regulation play of football, soccer, baseball and softball) and a paved track with a synthetic material finish, respectively. Note: The supply and installation of the synthetic turf system (turf carpet and all infill materials) and the synthetic track surface shall be procured directly by the Owner through others and is NOT included in the Contract. Construction of the stone sub-base for the turf fields and pavement sub-base for the running track is included in the project. Other improvements to this facility include an approximate 2,700 square foot pre-fabricated concrete field house building, significant drainage improvements, construction of new paved access roads and parking lots, installation of a 1,900-person capacity elevated grandstand bleacher and press box, construction of four (4) tennis courts, and new electric, water and sanitary sewer services. Also included will be significant fence construction, new concrete sidewalks, retaining wall construction, below grade electrical improvements including conduit and lighting foundations, ornamental lighting, and the installation of various sports amenities. Alternate Bid 'A' The installation of protective ball safety netting. Alternate Bid 'B' The installation of a lightning detection system. Alternate Bid 'C' Renovations to two (2) sets of existing elevated metal stairs attached to the existing high school building. Alternate Bid 'D' The installation of sports field light poles, fixtures and wiring (foundations to be included in the Base Bid) for the stadium track and field. Alternate Bid 'E' The installation of various track and field equipment and other auxiliary sports equipment. Alternate Bid 'F' The installation of an addition to the pre-fabricated concrete field house building to be installed under the Base Bid. This addition shall include a 25-foot covered pavilion among other ancillary improvements Alternate Bid 'G' The installation of digital scoreboards for the softball field and the baseball/soccer field (their associated foundations and supports to be included in the Base Bid). Shot Put Borders and Surfacing The work contemplated under this Contract shall be completed by July 28, 2023. In order to be able to submit a bid on the project, the bidder shall be required to be classified by the New Jersey Division of Property Management and Construction ("DPMC") in the following category: C060 Athletic Fields/Tracks/Courts Further, in the event the bidder is not classified by the DPMC as either C047 Electrical and/or C030 Plumbing, the bidder shall be required to subcontract with subcontractors who are classified as C047 Electrical and/or C030 Plumbing, such subcontractors shall be named in the bid, and all documentation required to be provided for such subcontractors by the specifications and by law should be provided with the bid, but in no event beyond the time permitted by law. Each bid must be made upon the prescribed forms, furnished with the Contract Drawings and Specifications, including the non-collusion affidavit and ownership statement compliance form and must be accompanied by a Consent of Surety and a certified check, cashier's check, or Bid Bond of not less than ten (10%) percent of the amount bid and, not to exceed $20,000.00. Such checks and Bonds shall be made payable to the Owner and will be held as a Guarantee that in the event the Bid is accepted and a Contract awarded to the bidder, the Contract shall be duly executed and its performance properly secured. The successful bidder shall furnish and deliver to the Owner a performance and payment bond in the amount of 100 percent of the accepted bid amount as security for the faithful performance and payment of the Contract. Further, the successful bidder must furnish the policies or Certificates of Insurance required by the Contract. In default thereof, said checks and the amount represented thereby will be forfeited to the aforesaid Owner as liquidated damages. Bids must be accompanied, in the case of corporations not chartered in New Jersey, by proper certificate that such corporation is authorized to do business in the State of New Jersey. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 regarding equal employment opportunity, as amended. All corporations and partnerships must comply with Chapter 33, of the P.L. of 1977, regarding disclosure of partners and stockholders. Each bid must be enclosed in a sealed envelope bearing the name and address of the bidder, addressed to the Owner and labeled for the GARFIELD HIGH SCHOOL ATHLETIC COMPLEX IMPROVEMENTS. Bidders must be classified by the New Jersey Department of Treasury, Division of Property Management and Construction, to perform the work specified and must comply with the requirements of N.J.S.A 10:5-31, et seq., and N.J.A.C 17:27. Pursuant to N.J.S.A 34:11-56.48, et seq., bidders and their subcontractors are required to be registered with the New Jersey Department of Labor and to possess a current Certificate by said Department indicating compliance prior to the time and date that bids are received. The successful bidder will be required to comply with all provisions of prevailing wage rates as determined by the New Jersey Department of Labor. All bids shall be irrevocable, not subject to withdrawal and shall stand available for a period of sixty (60) days. The Owner reserves the right to reject any and all bids, to waive informalities or irregularities in the bids received and to accept the bid from the lowest responsible bidder.
