Work to be performed under this contract shall include all labor, tools, equipment and materials necessary to complete site work as directed by Cascade Township officials. Bidders can either be a PennDOT Pre-qualified Prime, PennDOT Pre-qualified Sub-Contractor OR shall provide a job history with a minimum of three (3) references of similar recent and relevant municipal or government agency projects. References shall include, but are not limited to, project description and work performed by the bidder, and the name, address, email address, and phone number of references. References to be provided will be municipal or government authorities who can attest to the bidder's overall performance and workmanship on the similar recent and relevant project. Proof of pre-qualification OR a job history with a minimum of three (3) references is required with the submission of any bid. The Bidder, the Bidder's sub-contractors and material suppliers shall provide materials and perform work in strict accordance with Pennsylvania Department of Transportation Specifications, Publication 408/2020 (including latest revisions). Each bidder is required to bid on the total project. Each bid must be accompanied by a bid bond or certified check made payable to 'Township of Cascade' in the amount of 10% of the total bid. The successful bidder shall provide a performance bond or certified check to the municipality in the amount of 100% of the contract and a payment bond or certified check to the municipality in the amount of 100% of the contract within seven (7) business days after the contract is awarded. All Bidders must complete and submit with their bid the fully completed non-collusion affidavit. This project is subject to PA Prevailing Wages Project Rates as published by the Department of Labor and Industry in accordance with the Pennsylvania Prevailing Wage Act. The Township of Cascade reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts.
