PURPOSE AND INTENT The sole purpose and intent of this Request for Quotation (RFQ) is to secure firm, fixed pricing and establish a term contract for Carpet and Upholstery Cleaning and Stain Removal at various locations through the County, including locations within the Glades area. GENERAL Services shall be in accordance with all terms, conditions and requirements specified herein; additionally, services shall be completed in a professional manner, in accordance with industry standards, meet the requirements of all applicable laws, regulations and codes, including applicable licensing, permitting and County building standards. COUNTY'S RESPONSIBILITIES The County shall: 1. Order services on as needed basis. 2. Provide the successful quoter with access to the location. 3. Provide Term Contract Delivery Order (DO) to the successful quoter detailing the service(s) to be performed prior to commencement of work. SUCCESSFUL QUOTER'S RESPONSIBILITIES The successful quoter shall: 1. Adhere to all terms, conditions, requirements and specifications of this solicitation. 2. Provide all supplies, equipment, labor and supervision to perform the services specified herein. 3. Move and replace furniture such as chairs, tables, rollable items and other easily moved objects (potted plants, boxes, mats, trash bins, recycling bins, etc.), not to include loaded file cabinets, desks, and other large furniture without rollers, as needed, for the performance of all operations necessary to accomplish a uniform carpet cleaning. 4. Coordinate scheduling of services with the authorized County representative, prior to commencement of work. 5. Vacuum the carpet sufficiently to remove dry loose soil, embedded soil and grit from the pile of carpet. 6. Use a pile brush to raise the carpet pile to allow sufficient penetration or to provide for adequate drying of carpet. 7. Treat the carpet with soil retardant after each shampooing. 8. Analyze the upholstery fabric to ensure that the right approach is used to perform the service specified. 9. Meet with the County representative to determine and agree upon the square footage of the work. 10. Provide a written proposal to the authorized designated County representative prior to starting work. The written proposal shall be in accordance with the terms, conditions, specifications, requirements and unit price(s) offered on the response page; additionally, the proposal shall include, but not be limited to, the service location, the type of service to be performed; and a cost break down of the project. The written proposal shall be approved by the authorized designated County representative before work is to begin. TECHNICAL REQUIREMENTS The successful vendor shall use products in accordance with the carpet and upholstery manufacturer's recommendations at the appropriate mixture rates for the specific application. Item #1 Carpet Cleaning (Bonnet method) shall include, but not be limited to, the following: 1. Thoroughly vacuum the entire carpet, especially along the edges of the room. 2. Pre-spray the carpet with the cleaning solution. 3. Pre-scrub the carpet with a soft pile solution brush or grooming rake. 4. Use a soft cotton bonnet on the carpet; make sure to go over the carpet multiple times in different directions. 5. Use any spot cleaning methods needed to remove spots not removed during regular cleaning process. 6. Apply Teflon Carpet Protector to replenish the carpets stain resistance and durability. 7. Groom the carpet with a carpet brush or rake if possible. 8. Dry carpets as quickly as possible with fans, ceiling fans or opening doors and windows when possible. Item #2 Carpet Cleaning (Extraction Method) shall include, but not be limited to, the following: 1. Thoroughly vacuum the area to be cleaned using good vacuuming techniques. 2. Apply a quality pre-conditioner and allow dwell time. 3. Mix appropriate chemicals according to the manufacturers recommendations. 4. Use appropriate wand stroking techniques. 5. Use air movers to speed drying time. 6. Use the appropriate cleaning methods needed to remove spots and carpet stains. 7. Use the appropriate equipment and supplies to shampoo carpet. 8. Upon request, after cleaning, apply professional-strength protector to resist dirt, spills, and wear and tear from everyday traffic. 9. Upon request, after cleaning, apply professional-strength deodorizer. Item #3 Upholstery Cleaning (Steam Extraction Method) shall include, but not limited to, the following: 1. Pre-treat all spots and stains, if needed. 2. Remove all stains and dirt from upholstery and treat with soil retardant after each cleaning. 3. Apply a mild deodorizer and fabric brightener, if needed.
