The Town of Glen St. Mary requests proposals from qualified individuals or firms to provide one or more of the following services: (A) Administration and/or (B) Engineering services for a State of Florida Small Cities Community Development Block Grant in the Corona Virus category. The Town has been awarded a CDBG-CV in the amount of $2,500,000.00 for the FFY2020 funding cycle, the proposed project involves the improvement of Town sidewalks; therefore, procurement and contracting will follow CDBG regulations. The Grant Administration Services include but are not limited to reviewing and developing necessary policies and procedures, developing and administrating the program(s), conducting environmental review(s), coordinating with all funding agencies, developing and administrating contract(s), tracking and managing program funds in compliance with program guidelines, and providing reports and technical assistance to include complete administration such as, but not limited to, financial management, minority business enterprise/contract reporting, record keeping, filing, preparing requests for funds, amendments and re-scoring if necessary, identifying potential conflicts of interest, attending monitoring meetings and preparing responses for any findings, assisting with fair housing activities, updating the civil rights profile, ensuring labor standards and procurement of contractor requirements are followed and preparation of closeout documents for the project. Engineering services include but are not limited to construction administration and resident observation in accordance with section 287.133, Florida Statues, the Town does not do business with anyone convicted of public crimes. Proposals for one or more of the services will be considered on an equal competitive basis and should include a Public Entity Crimes form. Qualifications for each service must be described separately. Proposals for each of the services will be evaluated separately, using the following criteria: (1) Experience with the Florida Small Cities CDBG Program 20 points (2) Experience and capacity of management and staffing team 20 points (3) Approach to Task and management work plan 20 points (4) Ability to become quickly familiar with local conditions 20 points (5) References: Minimum of five ongoing projects for which you are responsible; Engineering-20 points, Administration-15 points (6) Fee and Proposed Fee Basis 5 points (Administration Only) (7) MBE/WBE shall prevail in the event of a tie. Proposals for administration services must indicate a fee for the service, with an explanation of the basis for the fee. Fee may be quoted as lump sum, percentage, or hourly rate. Engineering fees will be negotiated after ranking, in compliance with the Florida Consultants Competitive Negotiation Act. Proposals will be opened as soon as possible after the submission deadline, evaluation and selection will occur in accordance with CDBG requirements at a time and place to be determined. The Town reserves the right to reject any or all proposals, to waive any minor informalities or minor irregularities in the proposal process, and to award the contract in the best interest of the Town.
