This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. SOLICITATION #: W912BU22GATE This combined synopsis/solicitation is issued as a Request For Quotes. A Firm Fixed Price type contract will be awarded. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022- 08 effective 10 August 2022. This combined synopsis/solicitation is being issued as a 100% Small Business Set Aside. NAICS: 332911 **Contractors are instructed to price each CLIN individually** Description of Work: Base bid work consists of repair of operating system components within the Beltzville Dam tower including 1) right service gate repairs and rehabilitation 2) exchange of water quality gates in tower. Optional work includes 1) repairs within the left water quality bulkhead and emergency bulkhead slots, requiring divers and 2) repair of damaged Portal #6 requiring divers. Base Bid. Right Service Gate Rehabilitation and Repair and Exchange of Water Quality Gates in Tower The base bid includes installing the emergency bulkhead, removing the right service gate, install blind flange, dismantle, and inspect gate. In addition, remove existing lead paint from the gate leaf, and repaint, remove, dismantle, clean and inspect hydraulic cylinder and piston, perform non-destructive testing (NDT), provide a condition analysis report of the right service gate leaf, service gate hydraulic power system, hydraulic cylinder, piston, and components. Once all work is completed, remove blind flange and reinstall gate and components to satisfactory operating condition. As part of the right service gate repair process, the contractor will swap out the water quality gate (Limitorque Gate) with the spare gate stationed in the bottom floor of the operating tower. This will be included in the base work and will required installation of both water quality bulkheads. Various option and repair work will be included in the design scope of work for the base bid right service gate, similar to the format in the ongoing FE Walter and Blue Marsh Gate contracts. Option work will be specified and may be awarded following review of the inspection report provided by the Contractor to the Government. Option: Repairs to Left Water Quality and Emergency Bulkhead Slot Repairs in Tower (may be awarded anytime within 150 days from NTP, Period of Performance would be extended by 60 days if awarded) The contractor will provide all labor, equipment, services and materials needed to inspect and repair/replace missing or damaged guide channels and backer plates, apply a protective coating system to the existing guide channels and anchor bolts, and to assess the condition of the remaining anchor bolts. Divers are required to complete these repairs. The work requiring a chamber dive should be sequenced to optimize cost, i.e. complete deep dive repairs first and then remaining portions of slots without cost of a chamber on site. The summary of work in the left water quality and emergency bulkhead slots is below: 1) Install the left water quality bulkhead in its respective slot, install 4 new anchor bolts for each section as shown in reference drawings to secure the existing steel guide channels to the existing concrete in the left water quality wet well. Installation will include drilling holes and placing new anchor bolts underwater and will be performed by divers. 2) Clean the steel guide channels and inspect the existing anchor bolts for damage in the left water quality bulkhead slot. Most of the cleaning will be underwater and performed by divers. Assess and report integrity of the existing anchor bolts. A determination for award of option will be made by the Government based on this inspection. If option is exercised, drill holes and install bolts. 3) Remove the existing coating on the rail system and install a new protective coating to the existing guide channels and anchor bolts in the left water quality bulkhead slot. Most of the coating work will be underwater and performed by divers. 4) Apply a protective coating in both emergency bulkhead slots on the hardware that was cut flush with the concrete in Sept 2019. These anchors secured the guide channels. The channels were removed in the emergency bulkhead slots, but no protective coating was applied to the metal exposed from the concrete. Option: Repair Damaged Water Quality Portal #6. (may be awarded anytime within 150 days from NTP, Period of Performance would be extended an additional 60 days if awarded) FAR 52.212-1 - Instructions to Offerors Provision Addenda: All quotes shall include the following minimum information: Cage Code, Duns Number, Taxpayer I.D. No., Payment Terms, and/or Discount Terms, Offerors Reps and Certs, Point of Contact, Phone, Fax, Email and Proposed Delivery Schedule. IAW FAR 52.204-7, prospective vendors must be registered in the SAM database prior to contract award. Lack of SAM registration shall be a determining factor for contract award. Prospective vendors should visit the SAM website at https://www.sam.gov This solicitation is issued as a request for quote using FAR Parts 12 Commercial Items and 13 Simplified Acquisition Procedures. Firms interested in this opportunity should submit a quote with the following information: Delivery Date, unit prices for each CLIN, total price, product specifications, warranty terms, etc. Contractors are instructed to price each CLIN individually. All quotes received will be evaluated for conformity with the solicitation. A quote is acceptable if it conforms to all material requirements of the RFQ; otherwise it will be considered non-responsive. Only acceptable quotes will be evaluated. Suppliers should annotate within their quote specifications relating to the items quoted. Insufficient information may lead to a quote being considered non-responsive. FAR 52.212-2 - Evaluation - Commercial Items: All quotes received will be evaluated for conformity with the solicitation. A quote is acceptable if it conforms to all material requirements of the RFQ; otherwise it's considered non-responsive. Only acceptable quotes will be evaluated. The following are the evaluation criteria: Period of Performance: The Period of Performance for this work is 240 days following Notice to Proceed and will NOT be extended for any option work awarded that supports the right service gate repair and rehab. The Period of Performance will be extended by 60 days (to 300 days) if either or both of the options for dive repairs are awarded. The following are the evaluation criteria: 1. PRICE: Pricing for all Base and Options. 2. TECHNICAL CAPABILITY For Technical Capability Evaluations, contractors shall demonstrate a clear understanding of the requirements presented in this specification. Award will go to lowest price for technically acceptable and responsive quotes that have a satisfactory or higher rating in CPARS Past Performance and are not excluded from receiving government contracts. FAR 52.212-3 - Offeror Representations and Certifications - Commercial Items: An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision and must submit these paragraphs with their quote. FAR 52.212-4 - Terms and Condition - Commercial applies to this acquisition FAR 52.212-5 (DEV Nov 2017) - Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items FAR 52.211-11 - Liquidated Damages - Supplies, Services, or Research and Development - (a) If the Contractor fails to deliver the supplies or perform the services within the time specified in this contract, the Contractor shall, in place of actual damages, pay to the Government liquidated damages of $668.14 per calendar day of delay. (b) If the Government terminates this contract in whole or in part under the Default -- Fixed-Price Supply and Service clause, the Contractor is liable for liquidated damages accruing until the Government reasonably obtains delivery or performance of similar supplies or services. These liquidated damages are in addition to excess costs of repurchase under the Termination clause. (c) The Contractor will not be charged with liquidated damages when the delay in delivery or performance is beyond the control and without the fault or negligence of the Contractor as defined in the Default -- Fixed-Price Supply and Service clause in this contract.
