This document constitutes a Request for Proposals for a Professional Service Contract from qualified individuals and organizations to furnish those services as described herein for the Commonwealth of Kentucky, Department of Highways. Project Manager - Ethan Adams, P.E. User Division - Highway Design Approximate Fee - $250,000 Preliminary Engineering & Environmental Services (Lump Sum) Project Funding - STP Funds Project Length - Approximately 5.104 miles The KY-15 corridor is a rural major collector that provides access to residents, businesses, and recreational facilities in Powell and Wolfe counties. This corridor runs parallel to the Mountain Parkway between Exits 33 and 40. The purpose of this project is to improve the redundancy of regional travel by providing roadway users with a modern and safe roadway facility that can serve as an alternate route to the Mountain Parkway between Exits 33 and 40. Currently, the KY-15 corridor is not a sufficient redundant route to the Mountain Parkway, with several roadway deficiencies including narrow lanes with narrow shoulders, steep grades, and numerous deficient horizontal curves. The KY-15 corridor was used as a detouring route in 2020 when the Mountain Parkway was closed for an extended period, however because of the roadway deficiencies it could only accommodate one direction of travel, with a second, much longer detouring route serving the other travel direction. The deficiencies of KY-15 resulted in difficulties accommodating detouring traffic in the single travel direction it was serving. The Consultant team shall include a DBE Participation Plan with their Response to Announcement to help the Department meet the 11.95% DBE goal established by FHWA. The plan should demonstrate how DBE companies will be mentored or used to assist in the area(s) pertaining to this contract. An additional page will be allowed in the Project Approach (Section 7) to exhibit this plan. A maximum of four (4) points will be considered in the Evaluation Factors for the DBE Participation Plan.
