To do this, the CSSMI proceeds with a public call for tenders in two stages (article 22 of the Regulation respecting construction work contracts by public bodies ). The first step is to select contractors by requesting only a demonstration of quality according to the terms and conditions provided for in this call for tenders. The second stage consists of inviting the contractors selected during the first stage to submit a bid comprising only a price with a view to awarding a contract to the Bidder who submitted the lowest price for each lot and whose bid is compliant.
