The Cape Fear Public Utility Authority (CFPUA) is seeking an engineering firm experienced with water and wastewater utility asset management practices and planning. CFPUA implemented a formalized enterprise-wide asset management program in 2010. To date, the Authority has a well-developed CMMS with over 341,000 inventoried assets and tracking over 1,142,000 work orders through completion; KPI's for linear and vertical assets; risk assessments for key asset classes; a non-revenue water program; established levels of service; and rehabilitation and replacement program for water and sewer mains. The objectives of the project are to (1) evaluate the existing asset management program, identify gaps, and recommend industry standard performance metrics beyond those currently used; (2) assess the cost-benefit for implementing industry standard predictive maintenance strategies for treatment plant and pump station assets; (3) evaluate the benefits of asset management plans for specific asset classes and provide guidance for implementing these plans. Developing a Reliability Centered Maintenance strategy is not the objective of this project. The deliverable will be a 2023 Asset Management Master Plan report that summarizes progress in the current asset management program, notable achievements and challenges, the findings and recommendations for the three objectives outlined above, and asset management goals for the next five years. This report will be updated each following year by CFPUA staff to document progress and update goals for the organization. The successful firm will demonstrate in their written qualifications extensive experience assisting water and sewer utilities implement and improve asset management programs. SOQ's shall be limited to 25-pages or less, excluding cover page, table of contents, tabs, resumes and appendices. Firms shall submit their statement of qualifications for consideration in .pdf format to bids@cfpua.org. Maximum file size for .pdf submission is 25MB. A reply will be sent to the email address submitting the statement of qualifications to confirm receipt. It is the submitting firms' responsibility to confirm that CFPUA has received statement of qualifications via email. If email reply is not received from bids@cfpua.org, please call 910-332-6472 or 910-332-6589 before deadline for submission. Submitted information shall comply with N.C.G.S. 143-64.31 through 64.34 (aka Mini Brooks Act). Firms submitting Qualifications are encouraged to carefully check them for conformance to the requirements stated herein. Qualifications that do not meet ALL the below listed requirements or are sent to any address other than shown above, will be disqualified. No exception will be granted. Firms submitting Qualifications to prepare the Asset Management Master Plan will be evaluated based upon the firm's project understanding and approach, the firm's relevant experience, proposed personnel experience, personnel knowledge, experience with projects with similar scope of work, and the demonstrated ability to efficiently gather, organize and document progress and goals of asset management. This scope is defined in the General section of this Request for Qualifications, by demonstration with previous project experience and references. CFPUA will follow a qualifications-based selection process. Consultants must demonstrate their level of competence and qualification with respect to the listed evaluation factors for the needed services. SOQ's will be evaluated based on the following five (5) considerations and the level of importance for each consideration. The SOQ shall be formatted consistent with the evaluation consideration. Criteria shown under each of the five (5) considerations are to be addressed in the SOQ. Consultant's may provide additional information as necessary. The selected firms will be notified by telephone and/or email. The CFPUA reserves the right to reject any and all submissions.
