As of March 18, 2024 this project has not yet been awarded. A timeline for award has not yet been established. License Requirements Class A Liquidated Damages $852.55 per calendar day Start/Delivery Date March 2024 Project Duration 10 months Question Deadline 01/17/2024 at 2:00 PM PT Online Q and A Yes Authorized Contact Person Tammi Phillips Contract & Compliance Administrator phillipst@scrra.net Tel: (213) 452-0440 Mailing address: Southern California Regional Rail Authority 900 Wilshire Blvd., Suite 1500 Los Angeles, CA 9001 DBE Goal 2.96% General Project Description Project Located at Metrolink's Central Maintenance Facility (CMF), 1555 N. San Fernando Road, Los Angeles, California. The project requires supply and installation of two identical sand silo filter housings to eliminate the current Air Quality Management District (AQMD) required weekly inspections. Site Description The two sand silos are located near locomotive fueling at the north end of the Service and Inspection (S&l) Tracks. Warranty At project completion a warranty is to be provided for the materials and workmanship for a period of four years in accordance with terms and conditions mentioned in the contract. The current sand silo air filter is proposed to be replaced due to sand leakage into the air causing environmental impacts. The final design is based on a Griffin Model TLC-1 filter to replace the existing DCE Model VS-10W filter. (Note: Griffin Model used only as a design base however, Bidder may request an equivalent product/equipment.)<< Similarities between Griffin filter and existing filter are as follows Both are Pneumatic pulse jet filter cleaning. Round cartridge type filter. Total filter cloth area:Existing: 108 square feet. b. Griffin: 117 square feet. Similar maximum airflow capacity (640 cfm) Non-fan powered assist. 6. Compatible footprint and dimensions. o Differences between the Griffin filter and the existing filter are as follows: 1. The existing silo bin vent has four small diameter filters whereas Griffin uses a single large diameter filter. 2. The existing silo bin vent has bolted construction whereas the designed equipment shall be welded. Griffin typically uses a bolted connection with gasket, but SCRRA has concerns with non-welded systems warping and leaking at the seams and connection gaskets that harden/crack as they age. This is consistent with SCRRA's request for "rivet-free" construction. 3. The existing silo bin vent filtration efficiency is more a function of the round cartridge filters than the silo bin vent assembly. The Griffin efficiency is 99.9% on 1 micron and larger particle size and is equal to or exceeds the existing silo bin vent efficiency Installation Scope of Work o The contractor shall field verify all dimensions and existing conditions prior to preparing shop drawings. o No construction shall be performed prior to shop drawings approval by SCRRA. o Review all drawings to verify extent and schedule of all removal activities prior to commencement of demolition work. o Contractor shall prevent any welding, cutting, or construction debris from entering the sand silo from the air filter housing opening. This is critical to avoid any debris entering the silo and contaminating the sand that would eventually flow to the locomotive breaks. o Prior to demolition, the contractor shall remove all sand in the sand silo by draining or vacuuming and shall seal and close off the sand distribution piping. o The size of the opening at the top of the silo is to be determined once the old filter housing is removed. Once the opening size is determined, the contractor shall modify the size of the conversion plate accordingly, so that the opening on the bottom of the air filter housing is clear and not partially blocked. If the existing opening at the top of the sand silo needs to be enlarged, the contractor will field cut as necessary. Modification to the conversion plate and the welding of this conversion plate to the filter housing shall be performed at ground level. o Contractor shall then hoist the complete unit to the top of the silo and place over the opening, welding the conversion plate to the silo.
