Job No: J-27691.0080 The Bryan County Board of Commissioners is seeking Request for Proposals (RFP) from qualifying firms for Construction Management at Risk (CMAR) One-Step Process services with Guaranteed Maximum Price method (GMP) for the construction of the new publicly owned North Bryan County Water Reclamation Facility located at 1685 Oracal Parkway in Pembroke, Bryan County, Georgia 31321. CMAR General Scope of Services: The CMAR firm will provide all construction services required to complete the Project. General Construction Phase Services: Division I: Scope of work for Division I includes clearing, grading and installation of the necessary drainage infrastructure for installation of the proposed Phase I - 4 MGD WRF. Additionally, work will include modifications/conversion of the existing transfer pump station, discharge piping, and structures. Scope also includes construction of new influent pump station, installation of plant headworks (drum screen and Grit system removal) and 2.5 MG equalization (EQ) Tank. All necessary electrical and control components will be part of the Division I as to provide fully functional headworks and EQ system. The proposed Division I system shall be completed and fully operational no later than November 1, 2023. Division II: Scope of work for Division II includes installation of proposed 4 MGD MBR water reclamation facility. In general, the facility will include biological treatment system with membrane bioreactors (MBRs). The treatment train will consist of plug flow anaerobic, anoxic, two aeration bioreactors, swing zone/distribution channel, and four (4) MBR tanks to remove soluble organics and ammonia originally present in the wastewater. The overall approximate dimensions of the treatment tankage are 245-ft long by 103-ft wide and 23-ft in height. Additionally, the facility will include effluent pump station, reuse water facility, oxygenation system, sludge dewatering facility, UV disinfection, chemical feed, and electrical facilities. Additionally, the site work for yard piping, paving, and fencing. Will be also included in the scope of work for Division II. The proposed Division II system shall be completed and fully operational no later than January 1, 2025. Division III: The Scope of work for Division III includes installation of approximately 12,000 linear feet of 30-inch effluent force main between the new WRF and discharge point at the Ogeechee River. Division III scope also includes construction of the proposed discharge structure and diffuser system. The proposed Division III system shall be completed and fully operational no later than January 1, 2025. For full scope of Services see RFP documents, Construction Plans, and technical specification. Bids shall be accompanied by a bid bond or certified cashier's check in an amount not less than 5% of the base bid. All bonds shall be by a surety company licensed in Georgia with an "A" minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability." Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded. Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. Evaluation of Bids: The Bryan County Board of Commissioners reserves the right to cancel this solicitation and/or reject any and all proposals in whole or in part if Bryan County determines that cancellation and/or rejections are advantageous to the County. RFPs are legal and binding upon the Respondent when submitted. It will also be the responsibility of each Respondent to obtain any addenda issued for the project. This project is federally and stated funded through the Water and Sewer Infrastructure, State Fiscal Recovery Funds (SFRF) program under the American Rescue Plan Act of 2021 (ARPA). The Project is eligible through the Clean Water State Revolving Fund (CWSRF) and will be required to comply with the Clean Water Act and applicable state and local laws. Last day for Questions to submit in writing shall be Tuesday, October 18, 2022, at 5 P.M. This project is federally and stated funded through the Water and Sewer Infrastructure, State Fiscal Recovery Funds (SFRF) program under the American Rescue Plan Act of 2021 (ARPA). The Project is eligible through the Clean Water State Revolving Fund (CWSRF) and will be required to comply with the Clean Water Act and applicable state and local laws. The Contractor, or any subcontractor, submitting a bid for utility contracting, as defined in O.C.G.A. Section 43-14-2 to a utility system as defined in said section, shall conform to O.C.G.A. Section 43-14-8.2 et seq. with reference to Utility Contractor's Licenses and shall submit the bid with the license numbers, as issued by the Division of Utility Contractors, affixed on the outside of the bid envelope as provided by O.C.G.A. Section 43-14-8.2(h). Utility contracting means a proposal to perform utility work, the depth which exceeds five (5) feet, to a utility system as defined in O.C.G.A. Section 43-14- 2(17). A Utility Contractor (UC) License will be required for this project. *This project has been awarded and all trades have been let.
