Questions May Be Submitted in Writing Only to Nancy.sconzo@lva.virginia.gov No Calls Will Be Accepted Purpose: The selected contractor shall provide a presentation of facilities conditions and needs including repair and potential future needs. This analysis shall be performed for the Library of Virginia State Records Center. The State Records Center is a 77,000 square foot high density, long-term storage facility located on a 10-acre site in eastern Henrico County. The address of the facility is 1998 Charles City Road, Henrico, Virginia 23231. Completion of Project: Draft report must be submitted by November 30, 2022. Final report will be due 5 days after LVA submits edits. Statement of needs: The process shall include the following stages at a minimum: 1. Interview stage with primary stakeholders identifying any known issues, collecting available data, and determining the future expectations of the property. 2. Investigative stage including review of available drawings. 3. Field stage where a walk-through observation based assessment is performed. 4. Report and Presentation stage where results for the property are analyzed and documented and findings are presented to the Owner. The objectives of the proposed project are to: Identify and quantify all facility conditions in terms of cyclical renewal needs and non-cyclical repairs. Cyclical needs, which include deferred renewal and capital repair are items/components that require replacement at regularly scheduled intervals. Non-cyclical needs include one-time repairs to extend the life of a component and upgrades associated with issues such as accessibility and building and fire/life safety code non-compliance. Describe clearly and accurately the cause or nature of each deficient condition associated with non-cyclical needs and devise preliminary valuations for corrective work. Identify uniquely each major building component/system in the cyclical renewal category. Classify, rank, and prioritize, information concerning all deficient conditions and associated correction of building systems, and deficiency classifications by severity and anticipated lifecycle. Determine the extent and severity of the deferred renewal liability. Identify and prioritize schedule deferred renewal reduction projects that maintain facility functions (Deferred Renewal). Define what is necessary to meet the facility requirements of the institution and the requirements of today's standards and codes. Develop long-range comprehensive financial planning information that protects the value of the institution's facility assets. General: Complete a comprehensive assessment of the facility listed for LVA Calculate Facility Condition Index (FCI) scores for building including FCI scores for individual systems. Prioritize building systems based on need, observed deficiencies, remaining useful life, and classify each system based on a recommended timeframe for system replacements. Determine LVA's overall outstanding capital need and a recommended annual investment plan to address deferred maintenance. Use the FCA to develop a multiyear capital improvement plan beginning in first quarter of 2023 This contract shall require inspections of the facilities as specified herein by architectural and engineering assessors. It shall produce an accurate analysis that identifies visible and discernable (through non-destructive means) components and elements requiring maintenance or other planned action. The facility conditions survey will focus on the following property elements: Exterior Systems - roofs, walls, window systems, doors Interior Construction - walls, doors, flooring, visible structural components Interior Finishes: Flooring, ceiling, wall finishes Health/Fire/Life Safety systems Handicap Accessibility - ADA requirements Heating, Ventilation and Air Conditioning Plumbing Electrical and Service Distribution Fire Suppression Special Electrical Systems, Emergency Power, Telecommunications Special Construction Vertical Transportation (Elevators, lifts, etc.) Site drainage, retaining walls, etc. Deficiencies shall be categorized as follows: Life-Safety Code Compliance Building Code Compliance Accessibility Code Compliance (ADA & Local Accessibility Standards) Building Integrity Functionality Energy Environmental: ACBM (asbestos containing building materials) PCBs Lead-based paints CFCs IAQ (indoor air quality) Water Quality The following items shall be included at a minimum: HVAC: Systems based observations of all major equipment including but not limited to Air handling units, chillers, boilers, pumps, fans, coils. Commentary of equipment age and condition (compared to ASHRAE recommendations on equipment age) Facility personnel commentary on any on-going or troubling issues with equipment. Commentary on condition of piping, ductwork Plumbing Systems based observations of all major equipment including but not limited to pumps, boilers, water treatment systems, backflow preventers, booster pumps water heaters, and plumbing fixtures. Commentary of equipment age and condition Facility personnel commentary on any on-going or troubling issues with equipment. Electrical Systems based observations of all major equipment including but not limited to Generators, Utility transformers, Switchgear, panels, meters, UPS systems and load centers. Commentary of equipment age and condition Facility personnel commentary on any on-going or troubling issues with equipment. Fire suppression Systems based observations of all major equipment including but not limited to Backflow preventers, booster pumps, and fire department connections. Document any special systems such as dry pipe. Commentary of equipment age and condition Facility personnel commentary on any on-going or troubling issues with equipment. Envelope Provide a visual observation of roof and exterior walls, fenestration and doors to identify any deficiencies and provide corrective suggestion for any discovered. Site Visually observe the site and note any standing water issues, retaining wall problems or concerns. Observe stairs, entry ramps, utility connection, paving systems, site lighting and other landscaping features. Capital Planning Valuations: Corrective actions must be recommended for each deficient condition identified and include cost and details of the work required for repair. The data must be updateable. Provide cost for renewal needs identified by A) industry standards, B) published construction and facilities maintenance data, and C) construction and repair cost estimating data, reflecting appropriate adjustments for local labor and material costs. The cost estimating system shall be embedded within the overall software. Calculate the costs for each deficient condition utilizing nationally recognized estimating standards such as R.S. Means Corporation's published construction and remodeling cost estimating data. Costs must be appropriately adjusted to reflect local and real unit costs based on actual location design/bidding experience in the appropriate metropolitan area. Costs shall include customary soft costs for A/E and PM fees. Provide work scopes and cost for each individual item in all categories. Use lifecycle cost analysis and remaining useful life to determine when an item should be replaced. Calculate the Current Replacement Value (CRV) for each facility and site. Provide an automated means of inflating CRVs over time. Calculate the Facility Condition Index (FCI) and Facility Condition Needs Index (FCNI) for each facility and site (or equivalent).
