PURPOSE: The County of Louisa invites qualified Contractors to submit bids to establish a term contract for providing on-call construction and related services utilizing trade-specific sub-contractors. The County makes no guarantee of the amount of work to be performed under the resulting contract(s). Services will be requested by County on an as-needed basis. The County of Louisa reserves the right to award to more than one Contractor. The County's award of a contract(s) will not entitle the Contractor to perform all projects for County. Instead, it will entitle the Contractor, when requested by County, to submit a price quote on a specific project. For any project, County may obtain quotes from one or more Contractors awarded a contract because of this RFP. Proposers acknowledge by submitting a proposal that the projects to be performed for the County will be flexible in nature and may require changes in the scope of services to meet the needs of the County and available budgets. The proposed projects the County has that will fall under this contract may be in various planning stages and may require budgetary estimates to evaluate if projects are feasible and within allotted budgets. All estimates shall be created at the Contractors' own expense, and the time and costs for creating said estimates shall be incidental to the bid and not incurred to the County Individual Projects awarded under this contract shall not exceed $500,000 for a single project and the total amount awarded under this contract may not exceed $6,000,000 over the term of the contract. The Contractor shall provide this service for a one-year contract period. Followed by two-consecutive one-year renewable terms. Louisa County will select the firm(s) who they determine most closely satisfies the needs of the County. There is no requirement for acceptance of the lowest cost of service offered, and specific requirements may be waived or amended at the discretion of the County. II. STATEMENT OF NEEDS/ SCOPE OF SERVICES: A. SERVICES Louisa County has the need, from time to time, for on-call construction and related services utilizing trade-specific sub-contractors for the work. Some work will be of a scheduled nature and other work will be of an emergency type nature. The awarded Contractor(s) shall provide all supervision, labor, tools, materials, supplies, parts, equipment, transportation, record documentation, and other associated work and responsibilities necessary to perform general contracting services for specific projects. Services shall include, but not be limited to new construction, renovation and/or improvements, general maintenance, plumbing, electrical work, mechanical work, miscellaneous carpentry, drywall services, window replacement, fence projects, roofing projects, specialty floor, and wall systems maintenance and repair, door and door systems, masonry and concrete work, interior and exterior building alterations or renovations, demolition, excavation, specialty work, emergency repair/replacement, and other related work (Work). All of the first 36 divisions of the MasterFormat General Contracting Divisions shall fall under the scope of this contract. The Proposer must be able to provide to the County of Louisa all items in Appendix B - Bid Price Schedule tools, vehicles, and transportation to the County sites on an "as needed" basis. The objective of this RFP is to reduce the cost and time of advertising, shorten the response time and improve the efficiency and clarity in the production of the contracts for on-call and general contractor construction services. Any resulting agreements shall be non-exclusive, and no specific amount of work is guaranteed because of this RFP. All work necessary because of this RFP will vary according to County requirements. The potential tasks identified in this RFP are for information to the Contractor. Tasks shall not be construed to represent any amount which the County shall be obligated to purchase under the contract or relieve the Contractor of his obligation to fill all orders placed by the County. No proposal will be considered which stipulates that the County guarantees to order a specific quantity of any service. B. QUALIFICATIONS All work assigned under the resultant contract shall be performed under the supervision of a Class A General Contractor licensed to perform work in the Commonwealth of Virginia. All services provided shall conform to all Federal, State, and local laws and regulations. Proposers shall meet or possess the following general qualifications/requirements to be considered for the award(s) of this Contract: 1. Contractor shall have the capability and capacity in all respects to fully satisfy the requirements herein, have a minimum five (5) years' experience, and be licensed by the State Board of Contractors as a Class A Contractor. Full understanding of the work and general construction methods including any restrictions, laws, and codes associated with performing such work. 2. A County of Louisa Business License 3. The contractor shall have the bonding capability to produce performance and payment bonds for all projects to be assigned under this contract. 4. Any subcontractors of the Contractor(s) awarded this contract shall be properly licensed in the State of Virginia to perform the work and trade for which they are being subcontracted to perform. The workforce of the contractor and workforce of any subcontractors will be staffed with licensed journeymen in all trades with demonstrated experience in their respective fields of work. 5. Contractor, its employees, and subcontractors shall conduct themselves in a workmanlike manner and show appropriate identification (i.e., company ID badge or card) to work in and around County facilities/buildings/schools. The county may not grant entrance nor issue keys if proper identification is not presented. 6. Contractor shall obtain, possess, maintain, and comply with all applicable local, federal, state, and health and safety requirements such as licenses, permits, codes, laws, standards, regulations, specifications, authorizations, and other applicable requirements to perform work as necessary under the contract. Performance of Work shall be conducted in accordance with all applicable codes and industry standards for proper ventilation and dust and noise control, such as not to endanger building occupants or Contractor staff. Dust/noise control barriers shall be used as needed. 7. Should it be required for a project where security is of the highest priority (i.e., courthouses, Sheriff's Department, school grounds), the contractor shall provide, at no additional cost to the County background checks for all its employees and its subcontractors' employees. 8. The highest quality construction services equal to or better than the construction industry standards and particular trades involved shall be provided. This includes prompt response to requests for construction and completion of Work in a timely fashion once guidelines and schedules are established by County. All Work shall be performed in a manner that does not adversely affect the integrity of a building's structural, mechanical, electrical, fire protection, and life safety systems, or any other building systems and utilities that may overload or render useless any portion of the building, without first seeking approval from County. Utility shutdowns must be coordinated with County. 9. Individual projects shall be subject to inspection after completion and prior to the approval of payment. Although County reserves the right to inspect work in progress, no progress payments will be made unless previously agreed to by both parties, or if the project has a construction timeline that is anticipated to last more than 30 days. 10. Prior to the commencement of any project, the Contractor shall locate and verify all underground utilities within the area of the Work. 11. No Work over $5,000 shall begin until a Purchase Order is issued. Change Orders are required prior to any additional Work or change in Work being done. 12. Familiarity with all Louisa County, Commonwealth of Virginia and Federal regulations which may affect the services performed under the resultant contract. 13. Experience working for similar government entities. 14. Willingness to complete commitments in a timely manner. 15. Reputation for timely, quality performance. 16. Ability to provide 24-hour emergency service. 17. Availability to respond within one (1) hour for emergency service calls during regular working hours; and two (2) hours for emergency service calls after regular working hours. The County reserves the right to utilize another contractor if the contractor fails to respond to an emergency within the stated timeframe. 18. Not been terminated from a contract or project within the last five years; and 19. Not been a party to litigation related to the quality or timeliness of work within the last five years. By submitting a proposal, the Proposer authorizes the County of Louisa to undertake such investigation as may be necessary to verify the Proposer's qualifications and reputation. The Proposer may be requested to execute a release(s) in favor of third parties who have information relative to the Proposer's qualifications and reputation. Refusal to execute a release may result in disqualification.
