Purpose The goal of this Request for Proposals (RFP) process is to select a qualified Proposer with demonstrated wisdom and experience in utility-scale solar photovoltaic (PV) systems to develop a solar PV Project of up to 500 MW. The Project will be located within the exterior boundaries of the Kansas City International Airport (MCI) property located in northwest Kansas City, Platte County, Missouri. MCI will benefit from land lease income and enhanced environmental sustainability efforts for the community, and MCI may receive/purchase energy produced by the Project. Questions Due Date: Dec 15th 2022, 4:00 PM CST Airport Description The City of Kansas City, through its Aviation Department (KCAD) owns and operates MCI. KCAD is an enterprise fund department of the City of Kansas City, Missouri, and is supported wholly by airport user charges. Providing outstanding, safe, and cost-effective airport services requires KCAD to uncover opportunities to increase revenue and reduce airport operating expenses. Opened in 1972, the MCI complex consists of more than 10,600 acres. Nearly 3,500 acres of flat to rolling land on the west side of MCI is vacant, and approximately 3,131 acres is targeted for nonaviation-related development (commercial, retail, and industrial use) as identified in the Terminal Area Master Plan. 1 This land is within the Kansas City, Missouri limits in Platte County. Sustainability is a high priority for Kansas City and particularly MCI as the airport prepares to inaugurate its new Single Terminal. Energy efficiency, electrification, and other measures have been incorporated into the design and construction elements to assert MCI's position of leadership among the best airports. In recent years, MCI's average energy use each month exceeds 900 MWh (nearly 11,000 MWh/yr) with service provided by Evergy, Inc. (Southwest Power Pool). Evergy's 2022 Integrated Resource Plan Update has a goal to install nearly 5,000 MW of renewable energy capacity by 2035. As a thriving community for its citizens and businesses, energy needs will continue to grow for the City of Kansas City, Missouri and for MCI as well. Scope KCAD is seeking competitive proposals from qualified Proposers for the total turnkey Project including all activities necessary to permit, engineer, design, fabricate, purchase, transport, install, operate, and maintain a solar PV project of up to approximately 500 MW. The Proposer's proposal should identify conceptual Project details including a phased approach as described in the feasibility study to allow for initial construction of Phase One 35 MW, as soon as possible. Proposers should describe anticipated equipment and sizing, predicted system energy production (kWh), indicative pricing, capital plan, interconnection expectations, anticipated offtake arrangements and limitations, and supporting documentation for energy production estimates. Proposers should provide an assessment of the siting and feasibility study that has been performed to note areas of disagreement, if any, and should prepare a risk matrix to identify obstacles that may be encountered during development of the Project. The Project will include a long-term land lease with a form of financial remuneration to KCAD (See Exhibit E - form of land lease agreement). KCAD will provide prospective Proposers access to the Project site as indicated in the RFP schedule. While KCAD will collaborate on development of the project, MCI does not anticipate participation in the financing, engineering and design, construction, maintenance, or operation of the project.
