This procurement is a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under Public Law 109-461. Offerors must be registered and verified as a SDVOSB in the Vendor Information Pages (VIP) at https://www.vip.vetbiz.va.gov/. Proposals received from contractors who are not verified as a SDVOSB in VetBiz shall not be considered for award. This includes Joint Ventures. Joint Venture Agreements must be submitted with proposal to be considered. Contract award shall not be delayed due to loss of SDVOSB verification. Verification showing seal shall be included with proposal. Base Offer Item: furnish all labor, tools, materials, equipment and supervision necessary to perform all work associated with Project# 520-22-167 Upgrade Mechanical Systems Biloxi, located at Gulf Coast Veterans Health Care System, 400 Veterans Avenue, Biloxi, MS, 39531. SITE VISIT: AN ORGANIZED SITE VISIT WILL BE HELD AT THE DATE/TIME/LOCATION SHOWN IN FAR 52.236-27 SITE VISIT (CONSTRUCTION) ALTERNATE I. THIS WILL BE THE ONLY SITE VISIT CONDUCTED FOR THIS PROCUREMENT. INFORMATION PROVIDED AT THE SITE VISIT SHALL NOT ALTER THE TERMS AND CONDITIONS OF THE SOLICITATION. TERMS OF THE SOLICITATION REMAIN UNCHANGED UNLESS THE SOLICITATION IS AMENDED IN WRITING. CONTRACTORS ARE REQUIRED TO SUBMIT ALL QUESTIONS IN WRITING, USING EXHIBIT F, (EMAIL IS ACCEPTABLE) TO THE CONTRACT SPECIALIST SHOWN ABOVE NO LATER THAN NOON CST 14 CALENDAR DAYS PRIOR TO THE DATE/TIME SET FOR RECEIPT OF PROPOSALS. SEE BLOCK 13A FOR SOLICITATION CLOSING DATE. PER FAR 36.204 & VAAR 836.204 THE ESTIMATED MAGNITUDE OF THIS PROJECT IS BETWEEN $1,000,000 AND $2,000,000 IN NEGOTIATED SOLICITATIONS "BID" AND "BIDDER" MEAN "OFFER" AND "OFFEROR" NAICS CODE: 238220 SIZE STANDARD: $16.5M GEOGRAPHICAL AREA WHERE WORK IS TO BE PERFORMED: Biloxi, Mississippi, Harrison County, 39531 VAAR Clause 852.219-77 (included herein) is required to be completed and returned with each proposal. Proposals without a completed VAAR Clause 852.219-77 will be considered ineligible for evaluation and award.An offer guarantee is required in an amount not less than 20 percent of the offer price but shall not exceed $3,000,000. Failure to furnish the required offer guarantee in the proper form and amount, by the time set for opening of offers, will require rejection of the offer in all cases except those listed in FAR 28.101-4, and may be cause for rejection even then. (c) The offeror to whom award is made will be required to furnish two bonds, a Performance Bond, SF 25, and a Payment Bond, SF 25A, each in the penal sum of 100% of the award amount. OFFERORS WHO FAIL TO SUBMIT EXHIBIT D AND EXHIBIT E (AND THE ASSOCIATED ADDITIONAL REQUIRED INFORMATION) AS A PART OF THEIR PROPOSAL PACKAGE WILL BE RATED LOWER THAN AN OFFEROR THAT DOES PROVIDE. 6. Site Visit: An organized site is scheduled as shown in clause 52.236-27 (Alternate I). Only one site visit will be conducted. Attendance at the site visit is not mandatory, but highly suggested for proper proposal preparation. 7. Requests for Information (RFIs): RFI's are due, utilizing Exhibit F, no later than (NLT) 12:00 PM CST 14 calendar days prior to the date set for receipt of proposals or as amended and will not be accepted after this date. RFI's should be submitted by email to the Contract Specialist, Beth Cook at Beth.Cook@va.gov. Responses will be provided by amendment to the solicitation in a question and answer format. Example: Subject Line of the RFI e-mail should be as follows: Company Name, RFI #1, 36C25622R0141 and Project #520-22-167. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. PERIOD OF PERFORMANCE - 240 CALENDAR DAYS MBE (19.2%), WBE (6.9%), DVBE (100%) 1. Building 19 a. Replace ducting from both Air Handlers to Outside Air Louvres i. Contractor shall remove existing ductwork that connects AHU-1 and AHU-2 to the outside air louvres on each side of the building. Contractor shall install new,insulated outside air ducting from the outside air louvres on each side of the building to the air handlers. ii. Contractor shall be responsible for installing new automated air louvres inside the air handlers and connecting them to the existing Siemens building automation system iii. Contractor shall be responsible for relocating and reconnecting any sensors or other equipment that are displaced in the installation of the new duct. b. Move chilled water pumps, Variable Frequency Drives (VFDs), and breaker from attic to first floor i. Background: The water pumps for the chilled water system in building 19 are currently in the attic and at some instances are experiencing low water pressure due to the significant rise in elevation from the supply line ran to the building. This can cause cavitation in the pumps and thus the pumps along with their VFDs and power supply need to be moved to the first floor. ii. Contractor shall remove existing pumps, VFDs, and power supplies in the attic of Building 19 and remit these to the Biloxi VAMC M&O staff. iii. Contractor shall remove existing piping from both the primary and bypass pumps and install new 6" insulated water line in place of the pump line, to match existing. iv. Contractor shall install (2) new Taco 6011D or approved equal pumps, suction diffusers, butterfly valves, triple duty valves, disconnects, VFDs, and power supplies in Building 19 Room 1B-127. Pumps shall have the following salient characteristics 2. 300 GPM @ 100 ft 3. 15 HP 4. 10.75" Impeller Diameter 5. 460V 3PH 60Hz v. Pumps shall be installed in parallel with the ability to "valve-out" each pump vi. Contractor shall route existing chilled water supply line in Room 1B-127 through new pumps and back into the existing lines that continue to the attic. vii. Contractor shall install new 200-amp panel and appropriate circuit breakers in Room 1A-121 to feed chilled water pumps. viii. Contractor shall route power from Room 1A-121 to Room 1B-127. 2. Building 3/Boiler Plant a. Background: In order to perform cooling tower cleaning, VA maintenance staff need a pressurized water system capable of supporting at least four wands at 2500 psi each. Piping should extend to all towers and have quick connects at each location. This project may include asbestos abatement i. Contractor shall install four (4) electric pressure washers in boiler plant mezzanine on skid mounts. ii. Pressure washer shall be capable of producing at least 4000 psi at 4.0 gpm iii. Contractor shall provide individual power disconnects for each pressure washer. iv. Contractor shall route power, in conduit, overhead on existing conduit bank to electrical panel. v. Contractor shall route corrosion resistant piping from each pressure washer through the boiler plant through the exterior wall shared with the chiller plant roof. vi. Contractor shall completely seal all penetrations made in walls. vii. Contractor shall provide "quick connect" connections on the roof of the chiller plant b. Connect Tower 1 (Model No. TTGE061975) to Towers 2 and 3 (Model Nos. NC8307K1SM06) i. Contractor shall connect Towers 2 and 3 into the existing condenser water supply and return currently connected to Tower 1 on top of building 3. ii. Contractor shall install valves on Tower 1, 2, and 3 connections where they connect with the existing condenser water supply and return lines. iii. Contractor shall provide COR with shop drawings to verify piping path connections iv. Condenser lines shall match sizing of existing condenser lines c. Install discharge duct from exhaust fan 3 to 8' above roof i. Background: Exhaust fan 3 serves the 3 rd floor laboratories. The exhaust air and OA intake are located around the corner from each other resulting in exhaust air being reintroduced to the building through the OA intake. This would duct the exhaust air away from the OA intake and above the roof line. ii. Contractor shall install ducting from existing 3rd floor louvres to above roofline. iii. Ductwork shall match ductwork from 4th floor in color and design 3. Building 25/19/T-44 a. Replace Emergency Generator Fuel Line and install return feed i. Background: The fuel line located between the above ground diesel tank at Building 25 and the emergency generator at Building 19, is a double walled line that is showing signs of leaking in the inspection manhole. The manhole accumulates enough diesel fuel that it must be emptied every 2-3 months. In addition to this the return line needs to be installed from the day tank in the attic of Building 25 to the above ground diesel tank. ii. Contractor shall remove and replace existing fuel line inside of the inspection manhole on the south side of Building 19. iii. Contractor shall remove any fuel in the manhole prior to and after replacement of fuel line. iv. Contractor shall install a new return line between the day tank in the Attic of Building 25 to the above ground diesel tank on the exterior of Building 25. v. Contractor shall provide COR with shop drawings of proposed piping path. 4. Building 26 a. Re-pipe and replace the chilled water pumps from the return side to the supply side i. Background: The previous cooling system in Building 26 required the chilled water pumps to be on the return side rather than the supply side. Currently the building is relying on the pumps from the chiller plant to pump chilled water to and through Building 26. Relocating these pumps from the return to the supply side will provide the building with a more adequate and efficient supply of chilled water throughout the building. ii. Contractor shall remove existing pumps, VFDs, and power supplies in the mechanical room of Building 26 and remit these to the Biloxi VAMC M&O staff
