The City of Houston's Housing and Community Development Department is seeking a qualified Consultant under the supervision of the Public Facilities Division to perform inspections, risk assessments, clearance, and mitigation for lead-based paint, asbestos, and mold services. The Housing and Community Development's Public Facilities Division currently has an immediate need for asbestos, lead, and mold remediation at three multi-family properties located in various areas of the City of Houston. Based upon the environmental/survey reports provided by the Public Facilities Division, the successful respondent will perform lead testing and asbestos abatement services at Spring Village Apartments, Biscayne at City View and Monticello Square Apartments. At a minimum, one composite soil sample per building. Prepare an asbestos abatement specification that must be completed by a Texas Department of State Health Services licensed asbestos consultant. Provide project management and air sampling analysis, final clearances, and reporting for the duration of the abatement project. The selected respondent must adhere to all local, state, and federal regulations. Qualifications/Certifications: The successful Consultant must have at least five years of extensive Environmental experience in the areas of asbestos and lead assessments. The Consultant must have the capacity to meet timelines/deadlines as set forth by the Housing and Community Development Department. Respondents staff must possess current certifications and or license requirements as mandated by the state law or appropriate licensing agency. Respondents must possess an active registration with the System for Award Management (SAM). Respondents must provide at a minimum three professional references directly related to asbestos and lead mitigation. The selected Consultant must provide and maintain the minimum general commercial liability insurance. Evaluation and Selection Process: An evaluation committee shall evaluate Respondent's submissions based upon the evaluation criteria listed in the Qualifications/Certifications section. It is the goal of the Public Facilities Division to select the Consultant that best meet the needs of the City of Houston and that provides the best overall value. Upon approval of the selected Consultant a Purchase Order will be executed by the Housing and Community Development Department. A pre-bid conference is not required.
