Scope of Work: Work under this contract is intended to be a design build alley rehabilitation project for for five (5) separate alleyways. Work includes engineered design, full depth removal of existing asphalt concrete, construction of a four foot (4') wide concrete ribbon gutter, placement of four inch (4") asphalt concrete and construction of new concrete pedestrian ramps. The five (5) locations are as follows- 1. 9600 Monte Vista Avenue, located west of Monte Vista Avenue, between Monte Vista Avenue and Harvard Street. 2. 4700 San Bernardino Street, located south of San Bernardino Street, between Helena Avenue and Monte Vista Avenue. 3. 5300 San Bernardino Alley, located south of San Bernardino Street, between Rose Avenue and Vernon Avenue. 4. 4800 Orchard Street, located south of Orchard Street, between Tudor Avenue and Monte Vista Avenue. 5. 10300 Amherst Avenue, located west of Amherst Avenue between Kingsley Street and Holt Boulevard. (No Design Required) WAGE RATES: "Bidders are advised that this project is funded with federal Community Development Block Grant (CDBG) funds. The requirements of the Davis-Bacon Act apply to this project and will be enforced. The Engineer's estimate for the proposed project is $850,000. The City Council reserves the right to reject any or all bids, to delete portions of the work, or to waive any defect or informality in any bid received Questions pertaining to this project shall be directed to Steve Stanton at (909) 625-9444. Bids shall be submitted through the Planet bids website. The required bidder's security shall be in an amount equal to at least 10% of the amount bid. A bid shall not be considered and will be deemed non-responsive unless one of the forms of bidder's security is enclosed with it. Before submitting a bid, bidders shall carefully examine the Plans, Specifications, and Contract, shall visit the site of work, and shall fully inform themselves as to all existing conditions and limitations, and shall include in the bid a sum to cover the cost of all items included in the Contract. Payment Bond: The Payment Bond (labor and material) shall be for not less than 100% of the Contract price to satisfy claims of material suppliers and of mechanics and laborers employed by them on the work. The bond shall be maintained by the Contractor in full force and effect until the completed work is accepted by the City and until all claims for materials and labor are paid. Performance Bond: The Faithful Performance Bond shall be for 100% of the Contract price to guaranty faithful performance of all work, within the time prescribed in a manner satisfactory to the City, and that all materials and workmanship will be free from original or developed defects Time of Completion Attention is directed to the provisions specified in the agreement form and Part I, Section 6, "Prosecution, Progress and Acceptance of the Work," of the Standard Specifications. The Contractor shall begin work within ten (10) calendar days after receipt of Notice to Proceed and shall diligently prosecute the completion of all work within (65) working days from the date on the "Notice to Proceed." Liquidated Damages The Contractor shall pay to the City fixed, agreed and liquidated damages for each calendar day's delay in the completion of the work beyond time agreed upon, until said work is satisfactorily completed. This fixed, agreed and liquidated damage to be paid by the Contractor for such delays shall be in the amount of One Thousand ($1000) per calendar day.
